- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: I am very interested to know why they changed, when they changed and why, since last week, have I been relegated from 7 March to 4 April? There is obviously some reason for that and I am sure it is perfectly explainable but I am interested to know.
- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: That was just one of the three issues I wanted to raise. There was that issue and there was the issue of the reports being done on us which the Chairman might come back to us on. The third issue is the Irish Prison Service. We got the response last week and I raised some issues and further issues have arisen since. I wanted to respectfully ask that we pick a date for a meeting of decent...
- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: With respect, we can enter into an administrative merry-go-round and we will be here until next week. People's individual styles aside, there is nothing better than a good conversation to cut out six weeks of correspondence and toing and froing. While that is the norm, unfortunately, what we know of the Prison Service so far is well outside the norm and, in fairness to the secretariat, I...

Marc MacSharry: I thought it would be helpful and to support-----
- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: To be helpful, I support what Deputy Murphy has said there. This committee formally recommended the establishment of a committee of inspection in one of our work reports. To my knowledge, that recommendation has never been responded to. I asked the Taoiseach in questions on promised legislation in the Dáil if he could give an update on that and if it has happened. He said he was not...
- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: Given the situation with the Prison Service and the busy schedule, would members be prepared to sit on a Tuesday or Wednesday, for example, to deal with such issues if it helped with the schedule?
- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: I am conscious that the Comptroller and Auditor General might intend to start carrying out audits, for example, and that some work we could do as a committee might assist in focusing those audits.
- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: When will we decide on it?
- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: Do we need a week to mull it over or are people in a position-----
- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: I did not say it must be Tuesday specifically. Rather, we should have the witnesses appear as soon as possible. Is that agreed? Are there any dissenting voices?
- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: Last week, I noted that one specific aspect of the correspondence was not credible. How many weeks do we need to mull it over? If we write back indicating we do not believe it is credible and asking the Prison Service to expand further, it will take another two weeks and we will receive a reply explaining that this is the information that was received.
- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: One of the matters that was clear at the previous session was that the witnesses were not in a position to answer and they said they would convey the information to the committee, in fairness to their good intentions. The letter states that local management was contacted and this is the answer, namely, that all vehicles are accounted for. Part of the potential issue is that with the best...
- Public Accounts Committee: Business of Committee (21 Feb 2019)
Marc MacSharry: I am a member of the committee and I have analysed the replies.
- Withdrawal of the United Kingdom from the European Union (Consequential Provisions) Bill 2019: Second Stage (Resumed) (27 Feb 2019)
Marc MacSharry: I realise the line Ministers are not here because everyone is taking their turn to lay out their own Department's position. My party's position was well articulated by our senior spokesman, Deputy Lisa Chambers, and I do not want to go over that. Obviously, we will support the Bill. I think everyone in the House is donning the green jersey in that regard and we all hope none of this ever...
- Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 34 - Housing, Planning and Local Government (28 Feb 2019) Marc MacSharry: I welcome the witnesses. Not many people come here voluntarily.
- Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 34 - Housing, Planning and Local Government (28 Feb 2019) Marc MacSharry: It is helpful from our perspective. The great reduction in housing lists and the great work being done in Limerick is a credit to Mr. Murray and his team. Is the same policy in place nationally for the HAP and rental accommodation schemes? Does every local authority consider people to be off the list if they are in receipt of HAP? My sense is that different local authorities take...
- Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 34 - Housing, Planning and Local Government (28 Feb 2019) Marc MacSharry: If one is in HAP, one can apply for a transfer, and by that means can be considered for a council house or apartment if one is available.
- Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 34 - Housing, Planning and Local Government (28 Feb 2019) Marc MacSharry: I do not believe there is a consistency across all local authorities on that.
- Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 34 - Housing, Planning and Local Government (28 Feb 2019) Marc MacSharry: I will come back to that issue in a minute. On funding from central government, what criteria is used to decide the funding local authorities receive? Does it involve horse trading or is there a set criteria? How does central government decide to give Leitrim X amount of funding and Wexford Y funding? How is the funding allocation arrived at?
- Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 34 - Housing, Planning and Local Government (28 Feb 2019) Marc MacSharry: Is any recognition given to the fact that one county might be ready and another might not?
