Mark Daly: Mr. Mullen knows that at the time the Valentia station covered an area that the Dublin centre could not cover. If the Valentia station suffered a catastrophic failure, the possibility of which was stated in the 2008 Fearon report, having a spare would not be much good if a machine broke down.

Mark Daly: A failure means the entire communication equipment breaks down and no spare can fix that, according to Motorola. Once the equipment breaks down and does not function, it is a catastrophic failure and Dublin in mid-rescue would not make a difference. Having a spare would make no difference either.
