- Joint Oireachtas Committee on Justice, Defence and Equality: Enforcement of Road Traffic Offences: Discussion (4 Oct 2022)
Robbie Gallagher: The Chairman can rest assured that I will be brief. At the outset I thank all of the stakeholders for coming here this afternoon and participating in this very worthwhile discussion. It has been a very interesting meeting. As a culchie and someone who comes from the country, I would take cognisance of what my learned friends from the city have to say on these issues but I was in Amsterdam...

- Joint Oireachtas Committee on Justice, Defence and Equality: Enforcement of Road Traffic Offences: Discussion (4 Oct 2022)
Robbie Gallagher: I am thinking of things like parking in bus lanes and similar offences. Are they on the increase? What is the general trend?
- Joint Oireachtas Committee on Justice, Defence and Equality: Enforcement of Road Traffic Offences: Discussion (4 Oct 2022)
Robbie Gallagher: If we are to get to a point where there is zero tolerance towards offences here, most people would accept that it is impossible for the Garda to be at the scene of every offence as it occurs. Therefore, we will need to embrace technology in order to bring detection rates much higher than what that they are currently. Would that be a fair comment?

- Seanad: Nithe i dtosach suíonna - Commencement Matters: Foreign Direct Investment (8 Nov 2022)
Robbie Gallagher: I, too, welcome our guests. I am glad to have the Minister of State with us as well. I would like to take this opportunity, which is the first I have had, to congratulate him on his new appointment. As they say, no better man for this job than his good self. I would like to talk to the Minister of State about a new IDA advance technology building that has been completed in County...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Foreign Direct Investment (8 Nov 2022)
Robbie Gallagher: I thank the Minister of State for his comprehensive response. I have no doubt he and his office will leave no stone unturned to ensure we find a suitable client for this state-of-the-art facility. Monaghan has shown, through indigenous industries, whether in engineering with Combilift or in food with Monaghan Mushrooms, that we can be world leaders in whatever field we choose. To date,...
- Seanad: An tOrd Gnó - Order of Business (15 Nov 2022)
Robbie Gallagher: Firefighters from Monaghan, the Leas-Chathaoirleach's county of Cavan and elsewhere throughout the country will make their way to Leinster House today to call for reform of the fire service model and to try to rescue this essential service. Firefighters will tell you that the current model, which dates back to the early 1950s, is not fit for purpose in the modern world in which we find...
- Seanad: Nithe i dtosach suíonna - Commencement Matters (Resumed): Road Tolls (22 Nov 2022)
Robbie Gallagher: I welcome the Minister of State to the House to discuss the issue of the proposal by Transport Infrastructure Ireland, TII, to increase toll charges on many of our national routes. There are currently ten toll roads on the national road network, eight of which are operated under a public-private partnership, PPP, model and two of which are operated directly on behalf of TII, namely, the M50...
- Seanad: Nithe i dtosach suíonna - Commencement Matters (Resumed): Road Tolls (22 Nov 2022)
Robbie Gallagher: I thank the Minister of State for his response. If one were to go by speculation and comment from our political leaders in recent days, it would seem that this matter is now being reconsidered. I welcome that. I do not need to tell the Minister of State how difficult times are for many families, workers and businesses. The Government has intervened in the cost of public services; that is...
- Seanad: An tOrd Gnó - Order of Business (22 Nov 2022)
Robbie Gallagher: I have legislation going through the House called the Criminal Justice (Public Order) (Amendment) Bill. The Bill's purpose is to introduce a stronger, mandatory, sentence for anyone convicted of assaulting an emergency worker in the course of his or her duty.It successfully passed through Second Stage here some time ago and has now proceeded to Committee Stage. We have taken the lead from...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Services Staff (29 Nov 2022)
Robbie Gallagher: I welcome the Minister of State to the House. It is often the case that the nature of a person's job changes over time and a re-evaluation process may be required to ensure fair remuneration and conditions for staff. Such an evaluation has been carried out in the health sector recently. However, while most workers received a recommendation of higher grades, it appears that some categories...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Services Staff (29 Nov 2022)
Robbie Gallagher: I thank the Minister of State for her response. I said at the outset that these people - domestics, porters and other staff affected by this - are deeply disappointed that they have been overlooked. It is fair to say that many of these people are not on the highest grades to begin with. Many of them will be struggling financially, like many other people, to make ends meet. From a simple...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Peace Commissioners (6 Dec 2022)
Robbie Gallagher: Cuirim fáilte roimh an Aire Stáit chuig an Teach ar maidin. I would like to discuss the role of the peace commissioner with the Minister of State and request that a review of the duties of peace commissioners is carried out with a view to expanding that particular role. Peace commissioners have been working in communities across the country since the early 1920s. A peace...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Peace Commissioners (6 Dec 2022)
Robbie Gallagher: I thank the Minister of State for his response on behalf of the Minister. I tabled this Commencement matter having been contacted by a number of peace commissioners who have people coming to them stating that they incurred fees in getting documentation signed. Peace commissioners were of the opinion that perhaps their role could be expanded to facilitate situations such as the ones that I...

Robbie Gallagher: I will have the Minister of State out of the Chamber before lunchtime. Cuirim fáilte roimh an Aire Stáit go dtí an Teach. She is welcome back to the House. - Seanad: Nithe i dtosach suíonna - Commencement Matters: Disability Services (14 Dec 2022)
Robbie Gallagher: I welcome the response of the Minister of State and thank her for the work she has done to try to progress this matter. The word "inequality" keeps popping up. All we are looking for is fairness and a level playing field for the people of Monaghan, Cavan, Donegal, Sligo and Leitrim. We want those people with disabilities to be treated no differently from anyone in any other part of the...
