Jonathan O'Brien: I merely wish to clarify a matter. I do not suggest shops knowingly engage in criminal activity, but it is important to have regulation to protect, not only victims of burglaries but also the proprietors of the shops themselves. We do not want shops to be used unknowingly to sell stolen goods. Regulation is equally important for the owners of shops who want to carry out legitimate trade.
