Leaders' Questions (21 Jan 2016)

Mary Lou McDonald: The Tánaiste's party is not even running a candidate there.

Order of Business (21 Jan 2016)

Mary Lou McDonald: It is not agreed. It is astonishing, although typical of the Government, to propose such an inadequate analysis and consideration of what is, perhaps, the largest proposed trade agreement in the world, and that there would be such scant consideration of the very real implications for the State, workers, regulatory standards and workers' rights. There has been some consideration at various...

Mary Lou McDonald: I do not believe the Tánaiste.

Finance Act 2004 (Section 91) (Deferred Surrender to the Central Fund) Order 2016: Motion (21 Jan 2016)

Mary Lou McDonald: I am moved that the Deputy, it seems, is hanging on my every word. I can assure Members that is a very rare occurrence in this Chamber and beyond, let it be said. We have no issue with the carryover of moneys that need to be spent and invested. It is as simple as that. We spend much of the time in the cut and thrust of political debate legitimately highlighting those areas that are...

Mary Lou McDonald: 404. Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)

Mary Lou McDonald: Cuirim fáilte roimh an finné agus gabhaim comhghairdeas leis. I want to return to the internal audit report on compliance with governance with State bodies which the Central Bank helpfully published just before Christmas, on foot of the controversy to which Deputy Boyd Barrett referred. This report made very bad reading. Partial compliance and non-compliance was the order of the...

Mary Lou McDonald: Can I ask the Governor whether there had been-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)

Mary Lou McDonald: My time is very limited. Had previous governance audits been carried out in the Central Bank prior to this one?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)

Mary Lou McDonald: Okay. I suspect that there were.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)

Mary Lou McDonald: I suspect also that some of the issues that arose in this document had been identified previously. I would like Professor Lane to provide to the committee any previous governance audit that was done so that we can see for ourselves just how prompt the Central Bank was in addressing the issues that arose.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)

Mary Lou McDonald: I do not believe that any of this was news. In other words, I do not believe Professor Lane read this audit report and was struck with shock at what was going on. I believe it was known within the institution, and I think the bank was very slow to identify such fundamental issues as risk expertise for the risk committee. I mean, I ask you.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)

Mary Lou McDonald: With respect, that is why I am asking the Governor these questions.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Banking Sector and Central Bank of Ireland: Discussion (26 Jan 2016)

Mary Lou McDonald: I am relieved to see that that realisation has dawned; it had dawned on the general public quite some time ago. Nonetheless, I am pleased to hear that. My time is very limited so I will move on. I do not have time to explore the issue of pay with the Governor. For the life of me I do not understand why it is deemed appropriate that the Central Bank be outside the public pay framework...
