Eamon Ryan: At the previous meeting with the Department of Public Expenditure and Reform, it said it had outlined its concerns to PwC on gross added value mechanisms, displacement factors and so on. PwC went away and did further analysis in January and February and wrote back to say that it had adjusted accordingly. Is that a fair reflection?
