Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Common Agricultural Policy (14 Oct 2021)

Seán Sherlock: I thank the Minister for her response. We acknowledge the additional €70 million that has been provided but we are starting from a pretty low base. The €200 million allocated for 2016 to 2020 is way down on the €400 million that had been allocated historically. We are hopeful that the Minister will be successful in clawing back that money and increasing the amount...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Schemes (14 Oct 2021)

Seán Sherlock: In trying to get people to live in town centres, I would like the Minister to consider the issue of applications before a local authority for conversion of a premises in towns that are Edwardian or Georgian in their architectural character. Applicants find they meet massive impediments when dealing with the local authority planning department. I ask that some leeway be given to take into...

Seán Sherlock: 73. To ask the Minister for Rural and Community Development the formal personal engagement she has had with communities and LEADER providers on the rural development element of the CAP pertaining to her Department in view of the national CAP consultation undertaken by the Minister for Agriculture, Food and the Marine. [50092/21]

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Rural Schemes (14 Oct 2021)

Seán Sherlock: I engaged with the Minister previously on CAP and its effects on LEADER funding. She acknowledged the Minister for Agriculture, Food and the Marine, Deputy McConalogue, is going around the country doing his roadshow at present. I wonder if the Minister is of a mind to do a similar type of roadshow. Certainly, we want to ensure that what will be secured inside the farm gate will be the best...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Rural Schemes (14 Oct 2021)

Seán Sherlock: I welcome the Minister’s response. I welcome her specific reference to the Irish Local Development Network. The ILDN has outlined, through its future LEADER working group, a document which, to my mind, represents a good direction of travel. If there were to be greater traction on that document in terms of what the ILDN can deliver for rural Ireland, that would be a good way forward.

Partnership and Cooperation Agreement between the European Union and the Republic of Singapore: Motion (19 Oct 2021)

Seán Sherlock: The Select Committee on Foreign Affairs and Defence discussed this issue last week, as we have previously heard, and my colleague, Deputy Stanton, raised significant issues at that committee. My understanding is that there were no significant objections to the agreement but a number of issues were raised. For a small country like Ireland that has focused on growing our trade around the...

Partnership and Cooperation Agreement between the European Union and the Republic of Singapore: Motion (19 Oct 2021)

Seán Sherlock: That is deeply patronising. It is the most condescending statement to make towards fellow Members. We speak with some level of authority and proof.

Partnership and Cooperation Agreement between the European Union and the Republic of Singapore: Motion (19 Oct 2021)

Seán Sherlock: I thank the Deputy for clarifying that.

Access of Competent Authorities to Centralised Bank Account Registries: Motion (19 Oct 2021)

Seán Sherlock: There was an interesting article inThe Irish Times by Conor Lally. It stated: Gardaí have identified over 50 young people in and around one Co. Kerry town who were recruited as money mules for an international crime syndicate. The Irish Times understands a young man from Munster is believed to be working for the crime gang as a recruiter and his reach into the local population,...

Autism Spectrum Disorder Bill 2017 [Seanad]: Second Stage [Private Members] (20 Oct 2021)

Seán Sherlock: That is agreed, a Leas-Cheann Comhairle. I appreciate the opportunity to speak to this issue. We in the Labour Party will support the Bill. We are, however, up to our oxters in legislation on this issue, and I am not necessarily convinced that more legislation is the way forward, but we support the principle of the Bill. There is no question about that. We have to interrogate the numbers...

Public Accounts Committee: 2020 Annual Report of the Comptroller and Auditor General
Tusla, the Child and Family Agency - Financial Statements 2020
(21 Oct 2021)

Seán Sherlock: I welcome Mr. Gloster and his team to the committee. An article appeared on Monday, 27 September, in the Irish Examinerwhere Mr. Gloster spoke at length in respect of private provision of residential care. The article stated: Mr Gloster said that many private care placements were working well but added: “The bigger risk of that level of dependency on private care is private...

Public Accounts Committee: 2020 Annual Report of the Comptroller and Auditor General
Tusla, the Child and Family Agency - Financial Statements 2020
(21 Oct 2021)

Seán Sherlock: I have a couple of questions following on from that. As I understand it, there is an entity called Positive Care, which is on Tusla's list of private providers. A cursory look at the information for this organisation shows that it runs 13 or 14 houses. Based on the ratios of staff to children, I conclude that there could be anything between 30 and 60 children being cared for across those...

Seán Sherlock: At what stage does Mr. Gloster anticipate there will be a change in that regime such that the private providers are inspected by HIQA?
