Denis O'Donovan: With respect, the Senator is wandering into the area of funding and the referendum. I acknowledge that his amendment is very technical and I do not want to be unfair to him, but I cannot allow the Senator to rake over old coals in terms of what the Minister said or what was said before and after the referendum.

Denis O'Donovan: We have before us legislation that is current and live and that is what we must deal with. The Senator is entitled to criticise and oppose it all he wants but I have to be fair. I will not allow him to use time on Report Stage to unduly delay the passage or non-passage of the Bill, as the case may be.
