Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: I have one other question, which goes back to the points made by the ICMSA. Its representatives stated they are still waiting for clarification about what cow numbers will be used to determine the band. What cow numbers are used? The Department said it has a calculator on its website. What number does the farmer enter? Is it the number for the cow or a livestock unit? The ICMSA tells us...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: What about replacement heifers?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: Will it be used in the calculation for organic nitrogen?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: Where did the reduction of the nitrogen value in a cubic metre of slurry come from?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: I would appreciate it if we could get something in writing on this so I can get my head around it. In the same vein, and going back to the nitrogen value in a cubic metre of slurry, this has changed from 5 kg of nitrogen per cubic metre to 2.4 kg of nitrogen per cubic metre of slurry. Does this have ramifications for the calculation then of the overall output of the animal? It is the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: Does this not impact the calculation of the 170 kg of nitrogen per hectare per year, the 220 kg of nitrogen per hectare per year or the 250 kg of nitrogen per hectare per year? Those goalposts have not changed, but that calculation was being done off 5 kg per cubic metre of slurry and now it is being said there is only 2.4 kg per cubic metre of slurry. In my ignorance, I think this must...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: The 170 kg of nitrogen per hectare per year has not changed in all my time in farming.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: Yes, well, they are all the one now.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: I do not know if we are on the same wavelength. My point is that 89 kg was an agreed figure, and this was being based on 5 kg of nitrogen per cubic metre of slurry.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: The 89 kg is the amount of nitrogen per hectare.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: I might be wrong, but I think there must be a difference here in these calculations if we have had to reduce the figure from 5 kg of nitrogen per cubic metre of slurry to 2.4 kg of nitrogen per cubic metre of slurry.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Derogation and Nitrates Action Programme: Discussion (14 Sep 2022)

Paul Daly: It is very funny that it changes, and that the change is only being recognised in exported slurry. If this changes, then it changes, and in my limited knowledge of the whole science of this process, then that changes the whole calculation of the 170 kg of nitrogen per hectare per year, the 220 kg of nitrogen per hectare per year or the 250 kg of nitrogen per hectare per year and the bands....

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)

Paul Daly: I welcome the witnesses. As they quite rightly said, they have addressed this matter previously. We have been here before and have gone through in detail all the potential pitfalls of what was on the table. With that in mind, there is no need to go back over all that and rehash old ground. I would like the representatives to elaborate a little more based on their experiences. They have...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)

Paul Daly: I apologise for interrupting but I also meant to ask how the larger co-operatives that might have an in-house vet are finding it. Is that not a solution? Is there still a problem when there is an in-house vet, or why is that not working?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)

Paul Daly: To return to the in-house vets issue, Mr. Doyle indicated the VCI guidelines or regulations are inhibiting that and not helping it work. Why is that the case?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)

Paul Daly: Will Mr. Carroll answer the question about fertiliser?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)

Paul Daly: I have one more question. I had not wanted to hog the time at the beginning in case we ran out of time. If the committee has a bit of time I have one more question.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)

Paul Daly: I thank the Vice Chairman. Going back again to the submission, I will quote directly from it: "... in order to protect competition in the market, it is vital that the NVPS as it is being developed provides for the full availability of appropriate generic alternative medicines." Is Mr. Doyle saying that the NVPS is being set up not to include generic medicines? If I am reading this...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)

Paul Daly: Basically then we are talking not only about licensed merchant and co-operative jobs, we are also talking potentially about a number of other jobs in animal pharmaceutical businesses in Ireland.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (28 Sep 2022)

Paul Daly: I will come in briefly on that point just to be clear. I will use golf courses as an example. Correct management of a golf course involves an enormous amount of fertiliser at specific times. What Mr. Carroll is saying to us, as it stands at the minute, is that a golf club will not be in a position to buy fertiliser in the system. Will it not have a number?
