Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: Any other road be a matter for the county council.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: Yes, but what Deputy O'Keeffe is saying is that the TII writes regulations for some roads.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: That is what I thought.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: While the TII is mentioned, it is not the body that wrote the policy. That is its statutory role.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: I believe the point the Deputy is making is that it will not be considered, but turned down.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: That is for existing roads.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: There would be less traffic on the existing network if a new motorway were built.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: We will move on now to the issue of tolling charges. I have read the TII's submission but I am still unclear on what actually happened. There are 8,000 motorists per month who are entitled not to be charged for a second trip. What went wrong with the system such that 2,000 of them were charged?

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: That is not the issue. The issue is one of overcharging. Owing to a fault with the software people were overcharged. At the time when I became aware of this issue, which is when people came to me to complain about it, the TII was not aware of it and Celtic Roads also did not know about it. Can anybody tell me what went wrong?

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: That was in April 2017.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: So, there has been a problem since April 2017 and neither the TII nor Celtic Roads Group was aware of it until I brought it to their attention in January of this year.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: That does not make sense.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: Thus far.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: That is not stated in the report.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: Mr. Maher is not answering the question. I asked why the system malfunctioned, not what percentage of transactions were wrong.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: That is a more appropriate explanation. That is not what was stated in the submission.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: An independent audit is necessary.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: Is it a software issue?

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: Effectively what Mr. Maher is saying is that some customers were overcharged but as yet nobody knows why or how that happened and also that the problem was intermittent and thus far it appears 2,000 transactions were affected.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Network: Transport Infrastructure Ireland (24 Jan 2018)

Fergus O'Dowd: It is unacceptable that the problem continued for so long. In some cases, the overcharging dates back to April 2017.
