Vote 34 - Department of Housing, Planning and Local Government (Revised) (6 Mar 2019) Pat Casey: On planning, I suppose the regional plans are coming online shortly. Operating both the NPF and the regional plans from the top level down is causing some problems locally. As a result of the regional plans and anticipating what will happen down the road, counties such as mine will have to undertake a complete review of their county development plans based on the regional plans. A number...

Vote 34 - Department of Housing, Planning and Local Government (Revised) (6 Mar 2019) Pat Casey: I have no argument with the principle of what is being proposed but some communities are being significantly affected by it. For example, the plan of Newtownmountkennedy, which has experienced significant growth, is not fit for purpose. It is the same in the case of the plan for Wicklow and Rathnew. Newtownmountkennedy is more significant because it has not had a plan for 14 years.

Vote 34 - Department of Housing, Planning and Local Government (Revised) (6 Mar 2019) Pat Casey: The Minister of State and I know how long a county plan takes, even when one goes for a simple variation, never mind a full review, of it. Theoretically, one should not start a local area plan up until that process has started. With the best will in the world, one is looking at 12 to 18 months for a county development plan. Then one is only starting the process for the local area plan and...

- Written Answers — Department of Health: Primary Care Centres Provision (13 Mar 2019)
Pat Casey: 23. To ask the Minister for Health when primary care centres will open in Baltinglass, Rathdrum and Arklow, County Wicklow; and if he will make a statement on the matter. [12227/19]
- Residential Tenancies (Prevention of Family Homelessness) Bill 2018: Second Stage [Private Members] (28 Mar 2019)
Pat Casey: Solutions to the housing crisis are needed now more than ever. The plight of over 10,000 homeless people underlines the pressing need to address the housing crisis. However, it can only be done with consistent policy, resources and honesty, not through silver bullets or magic beans. This Government has shown repeatedly that it simply is not facing the seriousness of housing in Ireland....

- Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration and Housing (Amendment) Bill 2018: Discussion (28 Mar 2019)
Pat Casey: One of the main objectives of all of us is to deliver affordable housing, and one of the most important factors when trying to do that is how we manage our land, both State and private. I thank Deputy Wallace for introducing the Bill. The vacant site levy has not worked in the way it was intended. There has been a lack of engagement by local authorities to take it seriously, there are...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration and Housing (Amendment) Bill 2018: Discussion (28 Mar 2019)
Pat Casey: On that point, that is why I have some concern about the 36 month provision. Deputy Wallace is talking about the smaller builders, many of whom cannot get finance to build out an entire development. They are getting funding in a piecemeal fashion so that they build five or ten apartments, pocket that money and then the bank might bankroll the next five or ten apartments. That is why it is...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration and Housing (Amendment) Bill 2018: Discussion (28 Mar 2019)
Pat Casey: The local authority is taking those houses away from ordinary people who are trying to buy a home.
- Written Answers — Department of Housing, Planning, and Local Government: Housing Assistance Payment Data (2 Apr 2019)
Pat Casey: 590. To ask the Minister for Housing, Planning, and Local Government the number of housing assistance payment recipients benefiting from discretionary payment increases, by county; the number of homeless housing assistance payment recipients benefiting from discretionary payments; the average increase per county; and if he will make a statement on the matter. [15096/19]

- Joint Oireachtas Committee on Housing, Planning and Local Government: Update on the National Emergency Co-ordination Group: Discussion (3 Apr 2019)
Pat Casey: I thank Mr. Hogan for his opening statement. When I contend that a more professional approach has come to the fore over the ten-year period since the establishment of the NECG, I am probably answering a question I intend to ask later in my contribution. I will begin by focusing on local authority fire services. Regretfully, there have been a few significant incidents in County Wicklow....
- Joint Oireachtas Committee on Housing, Planning and Local Government: Update on the National Emergency Co-ordination Group: Discussion (3 Apr 2019)
Pat Casey: Such conditions did not materialise. I ask Mr. Hogan to make a general comment on how the system is working. I fully understand that it is very hard to make a call for the whole country. Every county is different. I would like to pick up on an issue mentioned by Deputy Barry. As an employer, I am probably coming at it from the other point of view. If I insist that my workers come to...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Update on the National Emergency Co-ordination Group: Discussion (3 Apr 2019)
Pat Casey: The condition that one should not do something that creates a risk is where the doubt comes in. Clearing snow leaves ice behind. Does that create a risk given that it is safer to walk on snow than on ice? That is the issue.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Update on the National Emergency Co-ordination Group: Discussion (3 Apr 2019)
Pat Casey: These events bring communities together and one sees a great community response. As a country, we should be proud of that.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Update on the National Emergency Co-ordination Group: Discussion (3 Apr 2019)
Pat Casey: Sometimes they are not four-wheel drive vehicles.
