Michael Fitzmaurice: One could go to a testing place with the rules of the road and different signs on display, where some people might feel more comfortable undergoing the test, like an apprenticeship in a vehicle, rather than having to concentrate on learning from a book and worrying about it. The fear factor is the problem.
