Comptroller and Auditor General (Amendment) Bill 2012: Second Stage (11 May 2012)

Jonathan O'Brien: I commend Deputy McGuinness on bringing forward this Bill. It makes sense and Sinn Féin will support it. Having read the Bill and having listened to the opening speech of Deputy McGuinness, I see no reason anybody in the House would disagree with the sentiments behind it. I hope the Government will support it, but I doubt it will. The Bill takes a common sense approach to the issue. I...

European Arrest Warrant (Application to Third Countries and Amendment) and Extradition (Amendment) Bill 2011: Second Stage (15 May 2012)

Jonathan O'Brien: I would like first to apologise for being late. I am having one of those days where I wish there were an extra four or five hours in it. I am sure the Minister has had many such days, but I apologise for missing the start of his speech. From listening to it on the monitor and from what I gathered when I arrived, I know the purpose of the Bill is to expand the provisions of the original...

Defence Forces Personnel (17 May 2012)

Jonathan O'Brien: Question 2: To ask the Minister for Defence if he has received correspondence from legal counsel of current or former members of the Defence Forces regarding the use of Lariam. [24524/12]

Defence Forces Personnel (17 May 2012)

Jonathan O'Brien: I understand the position the Minister is in now that legal proceedings have commenced. I wish to put a general question relating to the use of Lariam. In answer to a previous question I submitted the Minister stated that all personnel were screened prior to overseas deployment. The Minister further stated there was a probationary period of between three and four weeks during which...

Defence Forces Personnel (17 May 2012)

Jonathan O'Brien: A process has been put in place by the Department now that legal proceedings have commenced. What is the next step for the Department? Will the accusations or allegations be contested? What process will be put in place by the Department to answer these?

Defence Forces Personnel (17 May 2012)

Jonathan O'Brien: Are the claims from individuals or families?

Army Barracks (17 May 2012)

Jonathan O'Brien: Can the Minister repeat the figures he cited a moment ago? I think he said there is an agreement to sell the premises to the local authority and lease back a portion of it for a nominal fee. Did he mention a sum of €100,000? What does that figure refer to?

Defence Forces Personnel (17 May 2012)

Jonathan O'Brien: Not all ranks are under-resourced. Based on the employment control framework figure of 10,000, the current strength of the Defence Forces of just under 9,000 indicates that we have an excess of captains - there are 30 too many – but the number of sergeants and corporals is down by 485. I understand the numbers are to be rebalanced under the reorganisation of the Defence Forces. Is there...

Defence Forces Personnel (17 May 2012)

Jonathan O'Brien: In October last year the Minister sanctioned the recruitment of officers in the Reserve Defence Forces to bring the complement up to 70%. The figures we were given at the time indicated there would need to be 68 promotions. Did the promotions proceed or are they also on hold pending the overall review?

Jonathan O'Brien: Question 11: To ask the Minister for Defence the number of smaller properties identified as surplus to military requirements; if he will give details of those already disposed of and those being prepared for disposal; and the moneys received for each sale. [24523/12]

Departmental Properties (17 May 2012)

Jonathan O'Brien: The Minister indicated there that some 30 smaller properties are being prepared for disposal. Does he have an estimate based on current market values, which I accept may not be achieved, of the approximate value of those properties?

Departmental Properties (17 May 2012)

Jonathan O'Brien: I accept that some of these properties will not be considered for sale in the short term because the market does not support it. However, I presume some of them have an associated security cost in terms of their maintenance. Is there an ongoing cost analysis in respect of retaining these properties in the absence of any short-term plan for their sale? I assume some of them are married...

Order of Business (23 May 2012)

Jonathan O'Brien: It is not agreed. This Bill will impact on up to 20 city and county councils. The Order for Second Stage is only for a two-hour debate which will be brought to a conclusion at 10 p.m. We do not consider that sufficient time to debate a Bill that will impact so severely on local democracy and, for this reason, we are opposing the guillotine.

Tribunal of Inquiry: Motion (23 May 2012)

Jonathan O'Brien: Sinn Féin also supports the motion. It is clear from the chairman's letter that the tribunal's work is progressing, with only one substantive witness remaining, in addition to several other witnesses. It is appropriate and important that the tribunal is given as much time as possible to complete its important work.
