The report is going to the Cabinet sub-committee tomorrow, which will discuss the proposed solution and it will then go to the Cabinet on Tuesday. The Minister has said she will publish the report regardless of the outcome. Is the Minister saying that even if the Cabinet turns down the proposals, she will still publish the proposals after that...
