Noel Dempsey: It is fundamental, and once the rule is there that it has to be "double hull", this has to be applied. There is no question of it not applying or people being able to get away with it because it is not in the law. It will be in the regulation, which as the Deputy appreciates, is secondary legislation. I just wanted to clarify those two points.
