Robert Troy: Will the NTA publish the draft regulations that it intends to bring in at the same time that this Bill will be debated in the Dáil? This Bill is giving it the power to regulate so we cannot sign off on legislation to give the NTA full authority without knowing what the regulations are. To be fair, Ms Nic Lochlainn is not even able to say for definite today what exact regulations will...
