Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Institute of Public Health (30 Sep 2025)

Sinéad Gibney: I thank all the witnesses for being here. It is good to see Ms Costello again. Our paths crossed in a different life a number of years ago. I had a load of questions about datasets, but Deputy Crowe got pretty forensic on that and used up all my questions. It is fascinating to hear the witnesses' thoughts on this because it is so important. In my previous job in rights and equality, we...

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Institute of Public Health (30 Sep 2025)

Sinéad Gibney: Okay, excellent. Does anybody else want to add to that? No. Specifically on food insecurity and health, is there any potential divergence in that area? What does that look like? Is that within the institute's remit?

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Institute of Public Health (30 Sep 2025)

Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Institute of Public Health (30 Sep 2025)

Sinéad Gibney: Excellent. I have gone over time, so I will leave it there.

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Sinéad Gibney: I thank everyone for being here. I have enjoyed the discussion so far. I am learning a lot about the challenges the witnesses' members face. I have a few broad questions I will put to everyone, but I will go to ISME first with a specific question on dual-use goods. It is keen to help SMEs to sell dual-use goods and tap into potential funding streams that are available. Does ISME have...

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Sinéad Gibney: I do want to move to those broader questions, but is Mr. McDonnell saying he does not believe the Department has adequate measures in place yet to improve the licensing?

Sinéad Gibney: What about the Department?

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Sinéad Gibney: Mr. McDonnell moved into that area of broader workers' rights. I would argue that our competitiveness in terms of attracting and retaining talent across Europe is problematic because we are an outlier in terms of collective bargaining, adequate wages and broader workers' rights. How do we make Ireland a more attractive place to work in, particularly around workers' rights?

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Sinéad Gibney: We do not recognise the right to collective bargaining for a start.

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Sinéad Gibney: Exactly so employers have no obligation to engage in collective bargaining.

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Sinéad Gibney: That does make Ireland an outlier. Employers are not obliged to do that. That is unusual across Europe.

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Sinéad Gibney: Would anyone else like to answer on broader workers' rights issues and how we can make Ireland a more attractive place to work?

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Sinéad Gibney: What is the biggest thing the State can do to re-balance away from our over-reliance on FDI? This is something we talk about all the time to try to understand how we have got to the point where we are so reliant on FDI. With a view to growing the indigenous SME sector, what is the key measure the Government needs to take?

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Artists' Remuneration (2 Oct 2025)

Sinéad Gibney: 5. To ask the Minister for Communications, Climate Action and Environment whether he has had any engagement with other Departments on the basic income for the arts scheme, to share learnings from the scheme and help identify other cohorts who may benefit from a basic income scheme; and if he will make a statement on the matter. [52579/25]

Sinéad Gibney: I echo the words of the Deputy. This scheme has been life-changing for artists. Apologies-----

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Artists' Remuneration (2 Oct 2025)

Sinéad Gibney: Thank you. As I was saying, it has been life-changing for artists but also for the rest of us as we benefit from their art. As the RTÉ ad says, "Ag tacú leis na healaíona, ag tacú linn." I have heard from many artists of how vital the scheme is. I am keen to ensure it is improved and extended. It is also a chance to explore a new model of how we support work that is a...
