Joint Oireachtas Committee on Climate Action: Energy Prices: Discussion (4 Oct 2022)

Lynn Boylan: In his opening statement, Mr. Fenlon mentioned that a number of providers have left the market. Examples include Bright Energy, Iberdola Ireland and Panda Power. Given that Electric Ireland is the supplier of last resort, what impact has those companies leaving the market had on the bills of Electric Ireland customers? What percentage of the cost is it? Unfortunately, we do not have a...

Joint Oireachtas Committee on Climate Action: Energy Prices: Discussion (4 Oct 2022)

Lynn Boylan: Would Electric Ireland support a type of bond? It is wrong that Electric Ireland will pick up the tab for companies going out of business but it will then pass the cost on to consumers, or else it will be passed on across all electricity customers. The example I used when CRU was before the committee was that of Iberdrola, a profitable company which is still active, albeit not in the Irish...

Joint Oireachtas Committee on Climate Action: Energy Prices: Discussion (4 Oct 2022)

Lynn Boylan: Currently that cost is being passed on to consumers.

Joint Oireachtas Committee on Climate Action: Energy Prices: Discussion (4 Oct 2022)

Lynn Boylan: Does Electric Ireland have a policy that promotes pay-as-you-go meters? In the call centre, when dealing with customers over the phone, is the policy to promote pay as you go? Is pay as you go a profitable package or is the company making a loss on it?

Joint Oireachtas Committee on Climate Action: Energy Prices: Discussion (4 Oct 2022)

Lynn Boylan: Electric Ireland does not make a loss on them, especially the ones being offered to vulnerable customers.

Joint Oireachtas Committee on Climate Action: Energy Prices: Discussion (4 Oct 2022)

Lynn Boylan: For pay-as-you-go meters, does Electric Ireland collect data on people who self-disconnect? Does it pass such data on to the Society of St. Vincent de Paul? Who collates the data on people self-disconnecting on pay-as-you-go meters? If somebody is not topping up their meter, does Electric Ireland collect those data and feed them into the CRU or the Society of St. Vincent de Paul?

Joint Oireachtas Committee on Climate Action: Energy Prices: Discussion (4 Oct 2022)

Lynn Boylan: Not individuals, but in general does Electric Ireland know how many or what percentage of pay-as-you-go customers self-disconnect? Does it collect those data and feed them into the Society of St. Vincent de Paul, MABS or the CRU?

Joint Oireachtas Committee on Climate Action: Energy Prices: Discussion (4 Oct 2022)

Lynn Boylan: Is that trend going up?

Joint Oireachtas Committee on Climate Action: Energy Prices: Discussion (4 Oct 2022)

Lynn Boylan: I will just pick up on that last point about large users coming off the transmission network. Does ESB Networks have to pay companies for coming off the system? I am not sure whether it is ESB Networks or EirGrid, but I believe there is a facility in that regard for a payment to be made to the companies to use their own power generation.

Joint Oireachtas Committee on Climate Action: Energy Prices: Discussion (4 Oct 2022)

Lynn Boylan: Okay, so the DS3 is the one they are compensated for.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Housing Provision (5 Oct 2022)

Lynn Boylan: It is disappointing but I thank the Acting Chairperson.

Seanad: An tOrd Gnó - Order of Business (5 Oct 2022)

Lynn Boylan: I too raise the comments from IBEC. They are deeply disappointing. Once again, IBEC finds itself on the wrong side of history. It has objected to the minimum wage. It has objected to environmental measures. Now IBEC is looking for survivors of domestic violence to prove they are actually suffering from domestic violence, to avoid what IBEC says is potential abuse of this leave. This...

Seanad: Water Environment (Abstractions and Associated Impoundments) Bill 2022: Second Stage (5 Oct 2022)

Lynn Boylan: Ar dtús báire, cuirim fáilte roimh an Aire Stáit go dtí an Teach. Like those who have spoken before me, I wish to put on record how welcome it is that we are finally updating a legislative framework for the abstraction of water in this country. This legislation has been much delayed. Maybe the Minister of State can tackle the equally archaic and environmentally...

Seanad: Passport Office: Motion (5 Oct 2022)

Lynn Boylan: I second the motion.

Seanad: Passport Office: Motion (5 Oct 2022)

Lynn Boylan: Cuirim fáilte roimh an Aire Stáit. My colleague, Senator Ó Donnghaile, has outlined clearly why a Passport Office branch in the North makes sense. In 2020 the number of Irish passports being issued in the North surpassed British passports for the first time. A total of 48,555 citizens applied for a British passport, which was 356 fewer than those who opted for an Irish...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Aviation Industry (6 Oct 2022)

Lynn Boylan: Cuirim fáilte roimh an Aire Stáit go dtí an Teach. We know that aviation's climate impact is disproportionate and it continues to grow quickly. Emissions from private jets are growing even faster than the rest of the aviation industry with a 31% increase in CO2 emissions between 2005 and 2019. In just one hour, a single private jet can emit 2 tonnes of CO2 whereas the...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Aviation Industry (6 Oct 2022)

Lynn Boylan: I thank the Leas-Chathaoirleach. I also thank the Minister of State, Deputy Fleming, for the apology, which I accept completely. I am glad he was able to take the matter today. I see a glimmer of hope in the response he gave. It is interesting that again France seems to be leading the way in innovative approaches to climate action. I had a Commencement matter last week looking at the ban...

Seanad: An tOrd Gnó - Order of Business (6 Oct 2022)

Lynn Boylan: I want to raise two issues today. I wish to flag with the Acting Leader the possibility that we could have statements on a committee report on dog welfare. People will know that I regularly raise issues around dog welfare in the House. The Joint Committee on Agriculture, Food and the Marine will produce a report next week which has nine powerful recommendations. I would welcome a debate...
