Regina Doherty: I thank Mr. Mercieca. Turning to Mr. Hession and Mr. Quigley, are two arms of the State arguing with each other about which is responsible for paying or whether both are responsible? Is this where the legal action is going? According to the Department of Finance, the Attorney General has stated that the MIBI is not responsible, whereas another arm of the State is suggesting that it is.
