Seán Barrett: The report arose from an incident in the House and the CPP was asked to determine how to deal with such matters in future. A sub-committee was set up, dealt with the issue and reported back to the CPP. There is nothing extraordinary in any of this. It is a question of procedural matters. It is not a matter of secrecy.
