David Stanton: When will the social welfare and pensions Bill be published? It is to be debated on Tuesday but we have not yet seen it. Is that a good way to conduct Government business?

David Stanton: Is that fair to this side? It is to be debated on Tuesday but we have not seen it yet. It will be published Monday, which does not give us much time to examine it. Meanwhile, the Minister and his advisers are writing speeches and press releases.
