- Seanad: Order of Business (12 Jul 2012)
Marc MacSharry: Yes. Is it the procedure that the independent director of the national cancer control programme proofs and approves what are highly political draft speeches? If it is confirmed that is the case, I wish to question that person's capability to continue in that role?

Marc MacSharry: A spatial strategy, Fine Gael style.
- Seanad: Order of Business (17 Jul 2012)
Marc MacSharry: I support the amendment to the Order of Business tabled by Senator à Domhnaill. I also agree with Senator Darragh O'Brien who tabled an amendment to the Order of Business calling on the Minister for Health to come to the House. A number of serious issues have arisen in the past week, in particular. We have seen the health overruns and the conditioning of the public that the troika is...
- Seanad: Order of Business (17 Jul 2012)
Marc MacSharry: The question has already been asked but, I suppose, I am giving the context to it which must not be lost in these important issues.
- Seanad: Health (Pricing and Supply of Medical Goods) Bill 2012: Second Stage (19 Jul 2012)
Marc MacSharry: I welcome the Minister to the House and thank him for bringing forward this legislation. In one way it is a shame it has taken so long. I acknowledge, as the Minister did, the savings that have been made through negotiations with the various representative organisations and other measures dating back to 2006, and particularly 2009. I welcome the aspiration with which this Bill sets out...

Marc MacSharry: I move amendment No. 1: In page 14, subsection (2), line 7, to delete “180 days” and substitute “90 days”.I welcome the Minister of State back to the House. I have tabled a number of amendments to the Bill and I note that one of them has not been accepted. I wish to make the point that my party is supportive of this legislation. We have tabled some amendments...
- Seanad: Health (Pricing and Supply of Medical Goods) Bill 2012: Committee and Remaining Stages (19 Sep 2012)
Marc MacSharry: I appreciate that is the case. I very much hope the Minister of State is right and that the turnaround time will be quick. There is always a new drug one might want to get on the list. In terms of existing drugs that is fine but I hope the turnaround time will prove short. I accept what the Minister of State said.
- Seanad: Health (Pricing and Supply of Medical Goods) Bill 2012: Committee and Remaining Stages (19 Sep 2012)
Marc MacSharry: I move amendment No. 3: In page 24, subsection (2), line 14, to delete “180 days” and substitute “90 days”.It is the same situation with the period of 180 days. Again, if the answer is going to be the same we will let it go for now but 180 days is a considerable amount of time, in effect, six months, to get on the reimbursement list, with which we have a difficulty.
- Seanad: Health (Pricing and Supply of Medical Goods) Bill 2012: Committee and Remaining Stages (19 Sep 2012)
Marc MacSharry: I move amendment No. 4: In page 24, between lines 25 and 26, to insert the following subsection: "(3) The Executive shall, within one month of the enactment of this Bill, publish clear and detailed guidelines setting out—(a) the criteria that shall form the basis for the Executive’s decision to add an item to the Reimbursement List, and (b) the criteria which shall form the...
- Seanad: Health (Pricing and Supply of Medical Goods) Bill 2012: Committee and Remaining Stages (19 Sep 2012)
Marc MacSharry: I take the Minister of State's point. Nevertheless, I propose to press the amendment on the basis that the Bill would be improved by having this matter dealt with clearly in the main body of the text.
- Seanad: Health (Pricing and Supply of Medical Goods) Bill 2012: Committee and Remaining Stages (19 Sep 2012)
Marc MacSharry: As we made clear during the debate on the Access to Cancer Treatment Bill 2012, which we brought forward in this House, there are concerns that the process for gaining access to particular medicines and treatments seems very obscure and secretive. There is little or no transparency for patients in regard to decisions as to whether or when a product will be made available. This is...
- Seanad: Health (Pricing and Supply of Medical Goods) Bill 2012: Committee and Remaining Stages (19 Sep 2012)
Marc MacSharry: I thank the Minister of State for coming to the House. While we have reservations about certain aspects of the Bill, I welcome the fact that the Minister has agreed to reflect on those between now and the Bill returning to the Dáil, without actually giving any commitment as such. We look forward to the Bill being passed in the other House so that we can see the results of it.
- Seanad: Order of Business (25 Sep 2012)
Marc MacSharry: I propose an amendment to the Order of Business, that the Minister for Justice and Equality should come to the House to debate these issues, in particular, crime and the State's reaction to the crimes of recent days. We have witnessed many murders, none more brutal that the one in Sligo where somebody sitting in his home was tied up, beaten and left to die for a number of days. It shows a...

- Seanad: Health Service Executive (Governance) Bill 2012: Second Stage (26 Sep 2012)
Marc MacSharry: I welcome the Minister to the House. The Fianna Fáil Party will support this legislation but remains unconvinced about what it can contribute to the improvement of services and, in this context, I wish to make a few points. When I sat on the Government side of the House, I was highly critical of the establishment of the HSE in 2004. Moreover, even while on the Government side, Senator...
