Ciarán Lynch: I refer to two pieces of legislation. Is there an intention, through legislation, to bring forward a national waiver scheme for refuse charges? This follows from the Ombudsman's visit to the Oireachtas committee yesterday where she described the current system as a shambles.

Ciarán Lynch: But this seems to be a recurring theme. I am now to understand that a matter of policy on the provision of over capacity in waste management in this country and incinerators is not part of the job of the Minister for the Environment, Heritage and Local Government, Deputy Gormley.

The understanding was that when he would receive that report, it would be published. Can I ask the Tánaiste will that report be brought before the House? It has been sitting on the Minister's desk...
