Seanad: Report of Tourism Policy Review Group: Statements. (19 Nov 2003)

Brendan Daly: This is an industry that provides thousands of jobs and millions of euro in revenue to the State and has many opportunities for the future. It is very disappointing that many Members of this House have no interest in that range of activity. The Burren National Park has been established but the ancillary services needed have not been provided. The Minister of State will know how important...

Seanad: Order of Business. (24 Nov 2003)

Brendan Daly: I support the issue raised by Senator Terry as regards the non-payment of their statutory contributions by certain employers. I believe a small number of employers flout the law in this regard. I am a former Minister of State in the Department of Labour. There is a raft of legislation dealing with labour affairs in general. It is not so long since construction workers had to march on the...

Seanad: Overseas Development Aid: Motion. (26 Nov 2003)

Brendan Daly: I compliment the Minister of State on his Department's achievement and on his personal involvement in this area. I also pay tribute to his predecessor who made an important contribution at a time when overseas aid was going through a critical period and questions were being asked about whether it was the right way to undertake the work. There has been some evidence that despite the investment...

Seanad: Order of Business. - Sea Pollution (Miscellaneous Provisions) Bill 2003: Report and Final Stages. (3 Dec 2003)

Brendan Daly: On the last occasion the Minister of State was here, we raised the issue of the boats coming from the United States to the United Kingdom. Perhaps this issue was raised before I came in but it is the cause of much concern, especially in coastal areas. It appears these ghost ships or whatever one wishes to call them, which are in ports in the United Kingdom, may go back to the United States. I...

Seanad: Order of Business. - Budget Statement: Motion. (3 Dec 2003)

Brendan Daly: I thank Senator White for sharing her time. She has made a very big contribution to Irish business development in general and her valued contributions in this House are worth hearing. I compliment the Minister for Finance on implementing, at long last, the proposal to decentralise the Civil Service from Dublin to regional areas. I wish to express the appreciation of the people of County Clare...

Seanad: Regional Development: Motion. (11 Feb 2004)

Brendan Daly: I second the motion. I thank Senator Mansergh for affording me the opportunity to speak on this issue. I congratulate the Government on taking this initiative which was promised a few years ago and which, because of the amount of work involved, took a long time to prepare and to finally unfold. I thank the Department officials, particularly those in the Department of Finance, who had direct...

Seanad: European Parliament Elections (Amendment) Bill 2003: Second Stage. (12 Feb 2004)

Brendan Daly: There is nothing wrong with that. County Clare was in the Connacht constituency previously so I fail to see what the Senator finds strange about it.

Seanad: European Parliament Elections (Amendment) Bill 2003: Second Stage. (12 Feb 2004)

Brendan Daly: The Senator will be here for a long while yet.

Seanad: European Parliament Elections (Amendment) Bill 2003: Second Stage. (12 Feb 2004)

Brendan Daly: The Senator is speaking nonsense.

Seanad: European Parliament Elections (Amendment) Bill 2003: Second Stage. (12 Feb 2004)

Brendan Daly: I thank Senator Brennan for sharing time. I welcome the Minister of State and pay tribute to his work as an MEP for a number of years and the contribution he made to the development of the EU at a critical time, in particular in the west of Ireland. I expect nothing less from him because he and I were apprentices in the Department of the Marine for a while. I am fully aware of the energy and...

Seanad: European Parliament Elections (Amendment) Bill 2003: Second Stage. (12 Feb 2004)

Brendan Daly: A necessary nuisance.

Seanad: Order of Business. (19 Feb 2004)

Brendan Daly: I support Senator O'Toole on the point he raised about the summit meeting between the United Kingdom, France and Germany. It is very ominous and damaging and serves to undermine the Community. Perhaps the meeting was to try to mend fences after the debacle to which the three countries were party regarding the war in Iraq. However, the feeling abroad is that the meeting was designed to set the...

Seanad: Aer Lingus Bill 2003: Second Stage (Resumed). (3 Mar 2004)

Brendan Daly: I thank the Minister of State for coming to the House and for his work in the aviation industry generally. I congratulate him and wish him well in the European elections following his selection as a candidate last Saturday. He will go to Europe at an important time for the aviation industry, given that negotiations are under way on an open skies policy and on the future of Europe-US travel.

Seanad: Aer Lingus Bill 2003: Second Stage (Resumed). (3 Mar 2004)

Brendan Daly: I agree with much of Senator Finucane's contribution. I acknowledge the contribution Aer Lingus has made to the development of the economy nationally and regionally, especially in Shannon and Cork. The company emerged from a difficult period following 11 September when most airlines were in crisis. It was no different for Aer Lingus during this period of instability in international politics,...

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Second Stage. (23 Mar 2004)

Brendan Daly: There were some serious abuses of the back to education scheme which were damaging to the overall scheme. This was a successful scheme that enabled many people to get back into education, gain qualifications and play a meaningful role in the economy and enjoy fulfilment in their careers. However, a small number of people abusing the system brought it into disrepute.

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Second Stage. (23 Mar 2004)

Brendan Daly: Were this not dealt with, the Minister for Social and Family Affairs would have seen the scheme entirely terminated. It is most unfair to make attacks on particular aspects of this scheme without looking at the overall picture. This scheme made a valuable contribution and I compliment the Minister for Social and family Affairs, Deputy Coughlan, on her innovative way of addressing it. The...

Seanad: Order of Business. (24 Mar 2004)

Brendan Daly: I ask the Leader to request the Minister for Foreign Affairs or the Minister for Defence to attend the House to outline the current situation in Kosovo where Irish personnel are serving with the United Nations. There are serious risks involved following the recent outbreak of hostilities there, so we should receive an update on the current position from either Minister, including the likely...

Seanad: Maritime Security Bill 2004: Committee Stage. (6 Apr 2004)

Brendan Daly: Apart from the prosecution of offenders, the issue was raised of the claiming of compensation where serious offences were committed. Very extensive expenses can arise in remedying the damage done by breaches of such conventions. As I mentioned previously, there is a grave doubt in my mind as to the efficiency and effectiveness of the convention, especially in cases where the State is left to...

Seanad: Maritime Security Bill 2004: Committee Stage. (6 Apr 2004)

Brendan Daly: I do not want to labour the issue, but if one of those nuclear ships coming from the United States to the UK got into difficulties off the south west coast of Ireland, it would have to be dealt with in a very specialised, professional manner. First, do we have the capability to do it? Second, the costs for the State will be enormous. If the convention is to be effective, we must be able to...

Seanad: Ombudsman's Report: Statements. (5 May 2004)

Brendan Daly: It is important that this report has reached us so quickly after the end of 2003, because it brings us up to speed with what happened last year. Unfortunately, many reports we receive are very much out of date, and are old news by the time they come before this House and the Dáil. Compliments have been paid already to the Ombudsman and I welcome the report in so far as it goes. It shows that...
