Select Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Estimates for Public Services 2025
Vote 7 - Office of the Minister for Finance (Revised)
Vote 8 - Office of the Comptroller and Auditor General (Revised)
Vote 9 - Office of the Revenue Commissioners (Revised)
Vote 10 - Tax Appeals Commission (Revised)
(28 May 2025)

Edward Timmins: I have a brief technical question on Vote 9, the income of the Revenue Commissioners. In the bottom paragraph it states that in 2024 Revenue collected a record €152.9 billion. I am trying to reconcile that with gross tax income, which is of the order of €105 billion. What accounts for the difference between those two figures?

Select Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Estimates for Public Services 2025
Vote 7 - Office of the Minister for Finance (Revised)
Vote 8 - Office of the Comptroller and Auditor General (Revised)
Vote 9 - Office of the Revenue Commissioners (Revised)
Vote 10 - Tax Appeals Commission (Revised)
(28 May 2025)

Edward Timmins: If we went through the 290-page document in full detail, we would never get to the bottom of it, however, I have two questions on that. First, is that full detail available to us for our consumption? In other words, if we wanted to drill further down on anything, is there any place where we would have to request it or is it available somewhere? My second question relates to the Estimates....

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Developments in the Economy in the Year to Date: Minister for Finance (28 May 2025)

Edward Timmins: I would not be as up to speed as the Minister, but someone told me the other day that Google Maps is an AI tool, so we probably have them, are using them and do not even know it.

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Developments in the Economy in the Year to Date: Minister for Finance (28 May 2025)

Edward Timmins: I want to go back to some of the comments the Minister made. We need to get away from the boom-bust cycle and become like Switzerland. This is how I would like to see the country go, whereby we constantly invest in infrastructure and build housing but at sustainable levels. This comes back to one of my questions on something the Minister mentioned earlier. I refer to five-year forecasts...

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Developments in the Economy in the Year to Date: Minister for Finance (28 May 2025)

Edward Timmins: We speak about tariffs, and the line we have often spouted is that we control what we can control. Many things are outside of control. The biggest thing as regards our economy and our income is expenditure. We have a lot of control over our spending. The Minister answered my question on measures to improve cost control. They are all very worthy, but we need to do a lot more work in this...

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Developments in the Economy in the Year to Date: Minister for Finance (28 May 2025)

Edward Timmins: It is something we should be all over. I do not think we can ever take it for granted. We have much more work to do. I want to go back to the tariffs. We all know how dependent we are on US corporations for our corporation tax. This has been a good thing. I would not regret for one second the magnificent boon it has given to the country and the great things it has done in terms of...

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Developments in the Economy in the Year to Date: Minister for Finance (28 May 2025)

Edward Timmins: Deputy Brennan mentioned infrastructure. I will not go into that. I see infrastructure as an investment. It is not like current spending. There is a return on it. For instance, the new wastewater treatment plant in Arklow cost €140 million. It can generate 36,000 population equivalents. Let us say that is 10,000 houses potentially. The VAT on those houses and the development...

Vacant Council Housing: Motion [Private Members] (10 Jun 2025)

Edward Timmins: I wish to bring my experience as a county councillor to the topic of vacant homes. I was until recently a member of Wicklow County Council. A number of years ago as the housing challenges became more acute, I proposed that every month councillors receive a total number of vacant houses, broken down by district. This could be discussed every month at our full council meeting. This...

Vacant Council Housing: Motion [Private Members] (10 Jun 2025)

Edward Timmins: The average cost across the country is €28,000, as per the most recent NOAC report. There is a national spend of over €100 million. The Government provides €11,000 per house and not €800. The waiting times can clearly be improved. Some counties take an average of 60 weeks for a refurbishment while one takes only 13 weeks. However, there are a variety of...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (11 Jun 2025)

Edward Timmins: Baltinglass, a small town in west Wicklow, contains nine hillforts in its vicinity. It is described by experts as the hillfort capital of Ireland. Research work and archaeological digs have been conducted by Dr. Alan Hawkes and Dr. James O'Driscoll under the auspices of Professor William O'Brien, all from University College Cork. This has further revealed many other ancient sites. The...

Written Answers — Department of Finance: Tax Code (11 Jun 2025)

Edward Timmins: 88. To ask the Minister for Finance if he intends to review the current tax regime applied to Exchange-Traded Funds (ETFs) held by Irish-resident investors, particularly the 41% exit tax rate under the gross roll-up regime and the operation of the eight-year deemed disposal rule (details supplied); if reforms are being considered to bring the tax treatment of ETFs more in line with other...

Written Answers — Department of Defence: Defence Forces (12 Jun 2025)

Written Answers — Department of Education and Skills: School Funding (12 Jun 2025)

Edward Timmins: 106. To ask the Minister for Education and Skills if her Department will increase the capitation grant by €75 per pupil given the financial difficulties experienced by many primary schools. [30155/25]

Written Answers — Department of Education and Skills: School Staff (12 Jun 2025)

Edward Timmins: 149. To ask the Minister for Education and Skills if her Department will pay primary-school caretakers' wages directly rather than wages being paid by schools themselves. [30172/25]

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Israeli Bond Programme: Central Bank of Ireland (11 Jun 2025)

Edward Timmins: I thank the witnesses for coming in at this difficult time. I have a few questions. Is it possible to briefly go through the process of the prospectus approval with Israel in 2024? Was it straightforward? Were issues raised by the Central Bank during that process?

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Israeli Bond Programme: Central Bank of Ireland (11 Jun 2025)

Edward Timmins: It is okay. Mr. Cross has answered the question. He is not going to give any detail on that. I want to explore what ideas Mr. Cross might have for getting out of the situation where we are approving this prospectus. I will ask a specific question. Can the Irish State make moves to change the prospectus regulation, Article 32.1(d), to allow a get-out clause, so to speak?

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Israeli Bond Programme: Central Bank of Ireland (11 Jun 2025)

Edward Timmins: That were not there a year ago?

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Israeli Bond Programme: Central Bank of Ireland (11 Jun 2025)

Edward Timmins: I do not want to put words in the Mr. Cross's mouth, but could they lead to the possibility of the Central Bank having the mechanisms to refuse to endorse this prospectus or a future prospectus?
