Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Dissolution of National Asset Management Agency: Discussion (21 May 2025)

Shay Brennan: My final question is somewhat related to that. Regarding the general assets, I take it there is no risk of a fire sale to meet a prescribed timeline.

Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Dissolution of National Asset Management Agency: Discussion (21 May 2025)

Shay Brennan: I appreciate that. I thank Mr. McDonagh.

Ceisteanna - Questions: Cabinet Committees (27 May 2025)

Shay Brennan: 17. To ask the Taoiseach when the Cabinet committee on the economy, trade and competitiveness will next meet. [22996/25]

Ceisteanna - Questions: Cabinet Committees (27 May 2025)

Shay Brennan: As the European Union continues its negotiations with the US on trade matters, there are ongoing discussions on the development of a retaliatory tariffs list. The final version of this list could potentially include measures affecting the aviation sector. Ireland is uniquely exposed in this regard as we have the largest aircraft leasing industry in the world, supporting almost 9,000 high...

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: I am a TD for Dublin Rathdown. I was elected for the first time at the recent elections. Before that, I spent ten years on Dún Laoghaire-Rathdown County Council and was fortunate enough to spend a year as cathaoirleach. I also was the leas-chathaoirleach for a period. My background outside of politics is in finance and banking. I have good experience internationally, having spent...

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: I thank the Chair. I offer my apologies because I just had a speaking slot in the Dáil. I had to leave to take it. I express my apologies to the Minister of State too. I do not know if I will take the full six minutes because I was not here to hear what has gone before. If I ask the Minister of State a question he has already answered, he can just advise me of that and I will skip...

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: Very good. I thank the Minister of State. The Department has a significant budget and the world is in a situation where there are ongoing crises and hotspots. This seems to be the case now more than ever. How is it possible to prioritise the limited budget?

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: I thank the Minister of State. Regarding significant overseas development aid cuts by the likes of the US, UK, Germany and others, these have clearly changed the landscape somewhat. Different countries are now facing shortfalls in what they would have been traditionally used to receiving in aid. Have we changed how we apportion our aid in response to this development?

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: Irish NGOs will obviously be losing substantial funding because of the cuts in aid I mentioned from other countries. Are measures in place to ensure the survival of these NGOs, especially the smaller ones? With such a loss of funding, they risk having to cease their operations.

Committee on Foreign Affairs and Trade: Business of Joint Committee (27 May 2025)

Shay Brennan: I thank the Minister of State for his time and in particular for his clear enthusiasm. It is very welcome. We are a small country. We have limited resources but we attach a significant importance to helping those less fortunate. It sends a strong message to larger countries with deeper pockets that they too have moral obligations to humanity. Finally, I applaud the Minister of State's...

Ceisteanna ó na Comhaltaí Eile - Other Members’ Questions (29 May 2025)

Shay Brennan: I raise the critical issue of whether we are getting value for money from our infrastructural investment. As public representatives, we have a responsibility to ensure that every euro of taxpayers' money is spent wisely and delivers tangible, lasting benefits for communities. Over the past decade, we have witnessed unprecedented levels of capital investment in public infrastructure - roads,...

Ceisteanna ó na Comhaltaí Eile - Other Members’ Questions (29 May 2025)

Shay Brennan: I appreciate that response and the steps being taken to improve oversight and delivery. However, I wish to press further on the strategic approach to investment timing. Given the urgent needs in transport, energy, water and public services, and considering Ireland's relatively strong fiscal position, are we missing an opportunity by not front-loading our infrastructural investment, even if...

Written Answers — Department of Finance: Tax Code (29 May 2025)

Shay Brennan: 45. To ask the Minister for Finance his assessment of the impact to date of the increase in the rate of the vacant homes tax; and if he will make a statement on the matter. [27852/25]

Written Answers — Department of Finance: Currency Circulation (29 May 2025)

Shay Brennan: 54. To ask the Minister for Finance when the provisions of the Finance (Provision of Access to Cash Infrastructure) Act 2024 will come into effect; and if he will make a statement on the matter. [27851/25]

Select Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Estimates for Public Services 2025
Vote 7 - Office of the Minister for Finance (Revised)
Vote 8 - Office of the Comptroller and Auditor General (Revised)
Vote 9 - Office of the Revenue Commissioners (Revised)
Vote 10 - Tax Appeals Commission (Revised)
(28 May 2025)

Shay Brennan: I thank the Minister. I have five short questions. It is probably best if I just ask him the five together rather than asking them one at a time. On Vote 7, I see a line item for the EU Presidency of €1 million. I am curious because it is a nice round number. It is a big amount. What is the Minister planning to use those funds for? On Vote 8, the Comptroller and Auditor...

Shay Brennan: It is for €140,000 for the 2025 Estimate under appropriations-in-aid. There is a reference to income of €140,000 under "miscellaneous capital". There is a large current figure there but I am wondering what the capital amount relates to. It is probably too soon to realise the impact of having to employ additional staff or systems in order to collect tariffs. We do not know...

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Developments in the Economy in the Year to Date: Minister for Finance (28 May 2025)

Shay Brennan: I thank the Minister for taking the time for these questions. I have questions under three or four categories. The first relates to infrastructure. Are any infrastructural projects being delayed or deprioritised purely because of financing? I have seen figures suggesting that we need about €200 billion in infrastructural investment between now and 2035, which is ten years. It...

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Developments in the Economy in the Year to Date: Minister for Finance (28 May 2025)

Shay Brennan: I appreciate that answer. The second question is about the climate targets. What is the confidence level in the Department of Finance about meeting those targets? It is a financial risk and we are likely to be on the hook for between €8 billion and €26 billion, potentially. Given that there is an estimate of how likely we are to incur that cost, is the money being...

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Developments in the Economy in the Year to Date: Minister for Finance (28 May 2025)

Shay Brennan: The Minister is referring to the sovereign wealth fund. There are two funds there accruing money; two saving accounts, in essence, for want of a better way to describe them. What are we saving for? What is the Government's ambition for those funds? I hope they will not have to be spent on fines. Is there an ambition down the road to build them up to €50 billion or €100...
