Lynn Boylan: I thank Mr. Heslin. I know I am hogging the time, but may I ask a further question? Does Dogs.ieonly use the Veripet system?

Lynn Boylan: Would Mr. Savage ban somebody in the case of the local authority finding parvovirus on the site following an inspection? Has it ever happened that he has banned one of the dog breeding establishments from its site?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Lynn Boylan: If someone comes to Mr. Savage and says they bought a pup from an advert on his site and it died of parvovirus or whatever other condition, would he simply suspend the dog breeding establishment pending an investigation?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities for the Greyhound Industry: Rásaíocht Con Éireann (25 May 2022)

Lynn Boylan: I apologise, as I am only familiar with the microchipping system for companion dogs. The animal is microchipped when it is-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Rising Veterinary Costs on Dog Ownership and Surrenders and Abandoned Dogs: Discussion (6 Dec 2023)

Lynn Boylan: Their dog attack numbers have come down because they also incorporated a large enforcement regime, which seems to have been effective.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Priorities for the Greyhound Industry: Rásaíocht Con Éireann (25 May 2022)

Lynn Boylan: Would Greyhound Racing Ireland have any objection to that database being brought together with others - there are four databases, including one for companion dogs and the Irish Coursing Club's database - so that the information is collected in a central portal? There are commercial concerns surrounding the other databases, but this would create a single repository of information.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dog Breeding Establishments Act 2010 and the Control of Dogs Act 1986: Discussion (25 May 2022)

Lynn Boylan: An establishment with 300 bitches breeding for commercial purposes is very different from the Dublin Society for Prevention of Cruelty to Animals or Dogs Trust Ireland, which may have a couple of bitches that came in pregnant and must therefore be dealt with. One would have to argue that one-size-fits-all guidelines are probably not the most appropriate.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Lynn Boylan: ...because they cannot be bred without artificial insemination. We heard about the issues around that recently. I had a quick look around the site. In one ad, there were 100 breeding bitches. Does Dogs.ieonly accept ads from a registered breeding establishment that caps the number of breeding bitches or does it accept ads from anyone?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulations and Verification Systems of Online Sales of Pets: Discussion (30 Mar 2022)

Lynn Boylan: .... He said 700 sellers were blocked. I am aware he is saying he just provides the advert and the contract is between the seller and the purchaser, but if somebody comes to him and tells him the dog died within a few weeks of him or her purchasing it, would he ban that seller?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Lynn Boylan: ...at an official trial, the name of a local vet is given for contact reasons and people can access the injury fund when there is a race ending injury. At unofficial trials, which involve younger dogs, there is no vet present and people cannot access the injury fund if there is a race ending injury.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (6 Apr 2022)

Lynn Boylan: That leads to my next question about why greyhounds should be incorporated into such a national database or portal. Both the Department and Dogs Trust have flagged that, because these databases are run by commercial bodies, they might not want to share the information but we should still have a single portal that is accessible to those who need access to it. Why would greyhounds be included...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2022: Department of Agriculture, Food and the Marine (23 Nov 2022)

Lynn Boylan: ...not want unwanted greyhounds being dealt with in an inappropriate manner. We want them to be rehomed but the owners and breeders have a statement of the website advising owners to not rehome their dogs with organisations that do not support greyhound racing.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2022: Department of Agriculture, Food and the Marine (23 Nov 2022)

Lynn Boylan: ...born in Britain, the date they were born and the breakdown of the litter in terms of males and females. That is all publicly available information. It allows for the tracking of the numbers of dogs being bred. Would the Minister not agree that the Irish public are entitled to the same amount of information, particularly given the levels of funding that goes in to greyhound racing in Ireland?

Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Welfare (18 May 2022)

Lynn Boylan: ...Deputy McConalogue, what the Government proposes to do to regulate exotic pets. Ireland has a completely lax system when it comes to exotic animals. I often raise concerns about the treatment of dogs and horses. At least in the case of dogs, we have microchipping and licensing laws, albeit that they are poorly enforced. There are no such regulations governing exotic animals. Only a...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Review of Dog Breeding Establishments Act 2010: Dogs Trust Ireland (6 Apr 2022)

Lynn Boylan: ...carry out inspections. Such a change would give inspections a more independent nature and the inspections would be more on a national basis. Is there a cap on the number of litters allowed at a dog breeding establishment? Can the witnesses tell us their experience of what happens to breeding bitches when they are finished breeding?

Seanad: An tOrd Gnó - Order of Business (14 Dec 2023)

Lynn Boylan: ...be back early. I would happily use that time to progress two Bills that I have on Committee Stage. One would reduce the cost for animal welfare shelters. The Government had promised to have my dog welfare Bill before Christmas. That criticism is not targeted at the Deputy Leader. We could do that in January and save those shelters a fortune in having to house dogs that are being held...

Seanad: An tOrd Gnó - Order of Business (6 Oct 2022)

Lynn Boylan: I want to raise two issues today. I wish to flag with the Acting Leader the possibility that we could have statements on a committee report on dog welfare. People will know that I regularly raise issues around dog welfare in the House. The Joint Committee on Agriculture, Food and the Marine will produce a report next week which has nine powerful recommendations. I would welcome a debate...
