Public Accounts Committee: HSE Financial Statement 2015 (15 Jul 2016)

Noel Rock: I would appreciate that. Mr. O'Brien mentioned external audits. There appears to have been a systemic failure of external audits in this case. I am not sure how far Mr. O'Brien can comment on that, but does he have any plans to review the interaction with external audits?

Public Accounts Committee: HSE Financial Statement 2015 (15 Jul 2016)

Noel Rock: Absolutely. From a practical point of view - Mr. O'Brien alluded in his opening statement to lessons learned - I understand that the staff numbers in the HSE's internal audit team - forgive me if I am wrong - were 55 pre-crisis, then 40, and now 50. Is that correct?

Public Accounts Committee: HSE Financial Statement 2015 (15 Jul 2016)

Noel Rock: I appreciate that. With regard to the HSE's capacity to carry out internal audits - this is probably a "how long is a piece of string" question - how many audits can take place in parallel and how many audits are taking place in parallel currently?

Public Accounts Committee: HSE Financial Statement 2015 (15 Jul 2016)

Noel Rock: I have a few more questions but perhaps I will conclude on one more, in particular. Deputy Kelly hit on this as well. At this stage, should the HSE's practices be changed to ensure that boards of directors are verified or at least contacted prior to an internal audit, and that perhaps it should not take getting to the stage of such a drastic measure as an internal audit simply to verify the...

Public Accounts Committee: HSE Financial Statement 2015 (15 Jul 2016)

Noel Rock: One can see, even with the Charities Regulator, which is a welcome development, that without launching an investigation there would be a clear advantage to establishing the bona fides of an organisation that is receiving funding from the HSE by simply knowing that its directors are its directors.

Public Accounts Committee: HSE Financial Statement 2015 (15 Jul 2016)

Noel Rock: I accept that. Naturally, because the funding comes from the HSE, it seemed like an appropriate question to put to Mr. O'Brien. I appreciate Mr. O'Brien's answers and thank him.

Public Accounts Committee: 2014 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 2 - Government Debt
Chapter 24 - Accounts of the National Treasury Management Agency
National Treasury Management Agency Financial Statements 2015
(21 Jul 2016)

Noel Rock: I thank Mr. O'Kelly for his introductory remarks. To pick up from where the Chairman left off on the bailout debt, the NTMA has paid back the majority, or €18 billion, in IMF loans. These were the most expensive loans from the troika era. The remaining loans are mostly from European institutions and bilateral loans from the UK, Sweden and Denmark. Are the effective costs on all...

Chapter 24 - Accounts of the National Treasury Management Agency
National Treasury Management Agency Financial Statements 2015
(21 Jul 2016)

Noel Rock: In July 2012, the NTMA used an instrument it has not used since in terms of bond exchange where holders of Irish bonds would be given the chance to swap them for new longer term bonds. Are there any plans to do that again given the long-term implications where we could lock in the long-term low funding costs we currently have?

Noel Rock: I am interested in the 100-year bond Mr. O'Kelly mentioned. How did that come about? Did investors seek out the NTMA or did it put it to the market?
