- Seanad: Proceeds of Crime (Amendment) Bill 1999: Second Stage. (24 Nov 2004)
Marc MacSharry: I welcome the Minister of State, Deputy Callely, to the House. I am pleased to have the opportunity to speak on this excellent Bill. I pay tribute to the Department of Justice, Equality and Law Reform officials for their efforts in streamlining the Bill and dealing with issues that were wide open to interpretation. The Bill copper-fastens the true intentions of the principal Act and is to be...
- Seanad: Order of Business (Resumed). (25 Nov 2004)
Marc MacSharry: I join with Senators in requesting a debate on decentralisation, in which we can celebrate the first phase of this ambitious programme.
- Seanad: Order of Business (Resumed). (25 Nov 2004)
Marc MacSharry: In reality, this is phase 2 because, as Senator Leyden pointed out, phase 1 included an excellent decentralisation campaign in 1989 and 1990, which was opposed at the time by Fine Gael. This time last year, the Opposition was less concerned for the people of Roscommon and how they might benefit from decentralisation and more concerned with wrecking the Civil Service.
- Seanad: Order of Business (Resumed). (25 Nov 2004)
Marc MacSharry: The programme will go ahead and, as Senator Leyden rightly pointed out, we will see decentralisation within the next two years and Roscommon too will get its jobs.
- Seanad: Decentralisation Programme: Statements. (30 Nov 2004)
Marc MacSharry: I welcome the Minister of State to the House. I am pleased to have an opportunity to make further points and reiterate previous points relating to decentralisation. I welcome the Flynn report, which gives a clear outline of the properly managed implementation of the decentralisation programme announced last year. It is worth noting that this is phase two of the Fianna Fáil decentralisation...
- Seanad: Decentralisation Programme: Statements. (30 Nov 2004)
Marc MacSharry: Two parties consistently implemented this policy over the past 20 years. Fianna Fáil did so initially with, in recent times, the Progressive Democrats. That should be remembered. I am glad Senator John Paul Phelan is back. Lest he missed it en route from his office, I pointed out earlier that the decentralisation programme could have been completed by now if in 1982 the then Minister for...
- Seanad: Decentralisation Programme: Statements. (30 Nov 2004)
Marc MacSharry: Fine Gael doubled the national debt during that period.
- Seanad: Decentralisation Programme: Statements. (30 Nov 2004)
Marc MacSharry: I thank the chair for the extra time and for allowing me to comment.
- Seanad: Decentralisation Programme: Statements. (30 Nov 2004)
Marc MacSharry: I was reminding the House of some facts.
- Seanad: Decentralisation Programme: Statements. (30 Nov 2004)
Marc MacSharry: What about Deputy Michael Lowry?
- Seanad: Decentralisation Programme: Statements. (30 Nov 2004)
Marc MacSharry: That is what happened to Fine Gael. It is indeed a family at war.
- Seanad: Order of Business. (7 Dec 2004)
Marc MacSharry: I support Senator McCarthy's request to the Leader for the Minister of State at the Department of the Environment, Heritage and Local Government, Deputy Batt O'Keeffe, to attend the House to discuss the problem of litter. This would also give an opportunity to raise the issue of the Irish Business Against Litter organisation, which is very much in the media every six months. I draw the...
- Seanad: Fishing Industry: Motion. (8 Dec 2004)
Marc MacSharry: I move amendment No. 1: To delete all words after "Seanad Ãireann" and substitute the following: "commends the Government's continued commitment to the sea-fisheries and aquaculture industry in its substantial programme for the reform and sustainable development of the industry as outlined in the programme for Government and the national development plan, recognises the considerable progress...
- Seanad: Fishing Industry: Motion. (8 Dec 2004)
Marc MacSharry: Contrary to the motion, the evidence points to a period of considerable action. I look forward to hearing the views of the Minister of State as they will give us greater insight into the various areas on which progress has been made. I note in this regard the Government's commitment to the sector, both in terms of the sum of â¬95 million funding allocated for next year, to which I have...
- Seanad: Fishing Industry: Motion. (8 Dec 2004)
Marc MacSharry: Other developments in Castletownbere, Rossaveal and Dunmore East are ongoing or imminent. These are all positive developments involving expenditure of many millions of euro. It is money well spent and I have no doubt that these worthwhile investments will yield many benefits for fishermen, the fishing industry and other harbour users in the regions in question. The Government is clearly...
- Seanad: Fishing Industry: Motion. (8 Dec 2004)
Marc MacSharry: Senator McHugh could not have written the motion as he knows much more about the issue than the person who drafted it. Senator Finucane all but acknowledged that fact by not referring to any aspect of the motion. He spoke of frustrations and his understanding of the issue given his experience as spokesperson on the marine in the Seanad and the other House. It is irresponsible of the...
- Seanad: Order of Business. (9 Dec 2004)
Marc MacSharry: I join with Senator O'Toole in calling for a debate on incineration, an issue about which there has been much misinformation and confusion over the past few years. We would benefit from a balanced debate, with all of the facts, in which we can explore the many positive aspects that are associated with incineration, and the negative ones, and form an opinion on it going forward. In asking the...
- Seanad: Job Losses. (2 Feb 2005)
Marc MacSharry: I welcome the Minister of State at the Department of Enterprise, Trade and Employment, Deputy Michael Ahern. Over the past two weeks in Sligo the consumer goods manufacturer, Saehan Media, a Korean company, announced the latest instalment in its wind-down of the production of video tapes, and redundancies for 70 employees. That follows on from 80 redundancies the previous year, bringing the...
- Seanad: Future Development of An Post: Statements. (3 Feb 2005)
Marc MacSharry: I welcome the Minister of State to the House. Notwithstanding imminent talks and decisions in the Labour Court it is good to have this debate today, particularly in light of yesterday's four hour meeting of the Oireachtas Joint Committee on Communications, Marine and Natural Resources with the unions and An Post. Like Senators Kenneally and Finucane, I am a member of that committee and...
- Seanad: Order of Business. (10 Feb 2005)
Marc MacSharry: I join Senator Ulick Burke in calling for a debate on the BMW region. The underspend of â¬600 million is a disgrace, particularly when there are still many infrastructural deficiencies in the region. In line with this, it would be appropriate to have a debate on the progress of the national spatial strategy. To make it a success, legislation must be introduced to get all State and semi-State...
