- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)
Barry Cowen: That is fine. Obviously Dr. Corkery has expertise in this area. One of the points he made to support that exclusion was to say that a vet - only a vet it would appear - can assess the herd needs into the future or assess resistance on the part of the animals based on the assessment of the dung, for example. Could the responsible persons not also offer such a service if they are included in...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)
Barry Cowen: The wish is to have adequate pre-legislative scrutiny before it is brought to the floor of the Houses, but it does not have to happen. Is that correct? I do not think the committee would proceed to accept or reject any legislation without having been advised as to the Department's response to the legal opinion before it.

- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)
Barry Cowen: I understand. I did not realise if it was on a prescription that it legally only had a lifetime of 12 months, or an extended lifetime.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)
Barry Cowen: Does the Minister accept that responsible persons could be able to provide the sort of assessment veterinary surgeons provide at present?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)
Barry Cowen: The legal difference of opinion can be strengthened by improving the authority, professionalism, capabilities and competencies of those responsible persons. The committee will not be found wanting in helping to ensure that is the case. Staying still and doing nothing only helps the initial opinion the Attorney General had.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)
Barry Cowen: Will the Minister of State clarify that he will be back and will not proceed until the opinion is made known? It is not possible to be half-pregnant here. We go forward with all the legislation or none of it.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)
Barry Cowen: The Minister of State mentioned that a parasitic prescription has a 12-month lifespan. Who determines that? I was not aware that was the case. Is that specifically stated on a prescription?

- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Justice for Colombia: Discussion (18 Oct 2022)
Barry Cowen: I acknowledge the gentlemen and their group for the presentation they have made. It was succinct and up to date. I welcome the fact that when mentioning those initiatives that remain outstanding, untouched or unmoved in the peace agreement and the commitments that have been made but have not yet been responded to in the way one would have expected, it is good to hear that the new...

- Energy Security: Statements (27 Oct 2022)
Barry Cowen: I welcome the opportunity to contribute to this debate on energy security. My interest in this area was particularly heightened following the decision of An Bord Pleanála some years ago to reject applications by ESB to co-fuel peat and biomass at Lanesborough and Shannonbridge. That decision brought forward and cliff-edged the decarbonisation of Bord na Móna by some eight years....

Barry Cowen: Did Mr. Geraghty not say or did someone not say last week that the investigation of stools and so forth would give a vet plenty of information to determine the need?

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Vision for the Future of Irish Farming: Macra na Feirme (26 Oct 2022)
