Written Answers — Department of Housing, Planning, and Local Government: Housing Estates (24 Apr 2018)

Eoghan Murphy: It is not a function of my Department to take properties in charge. However, I understand that the relevant local authority is engaged with the current owners of the properties concerned and with full co-operation from all involved, I hope the matter will be resolved in the near future.

Written Answers — Department of Housing, Planning, and Local Government: Residential Tenancies Board Administration (24 Apr 2018)

Eoghan Murphy: The Residential Tenancies Board (RTB) is governed by the Residential Tenancies Acts 2004 – 2016. The Residential Tenancies (Amendment) Act 2015 amended section 3 of the 2004 Act so that dwellings let by approved housing bodies (AHBs) to social housing tenants now come within the remit of the Act. The position of these tenants is significantly improved by the change, which commenced on...

Eoghan Murphy: My Department publishes a monthly report on homelessness. The monthly report is based on data provided by housing authorities and produced through the Pathway Accommodation & Support System (PASS). Written Answers — Department of Housing, Planning, and Local Government: Departmental Expenditure (24 Apr 2018)

Eoghan Murphy: The Press Office of my Department liaises with the media on behalf of my Department as well as all Ministers. The engagement of external expertise is generally only considered where the issues involved require expert skills or capabilities that are not readily available within my Department. No invoices were issued to my Department by the company in question between 2007 and 2017 nor did my...

Eoghan Murphy: The Regulation of Lobbying Act 2015 requires a person carrying out lobbying activities to register and submit returns of such activity. The obligation to register and submit returns rests with the person lobbying, not the Designated Public Official. The returns register is publicly available to view and records relevant communication between a registered person and a Designated Public...

Written Answers — Department of Housing, Planning, and Local Government: Wastewater Treatment (24 Apr 2018)

Eoghan Murphy: The EPA research report referred to, which was published in 2014, examined the future management options for the collection, treatment and disposal of sludge derived from domestic wastewater treatment systems. One of the recommendations included the need to consider alternative sludge recycling or disposal routes, such as incineration, recycling to energy crops, pyrolysis or the export of...

Questions on Promised Legislation (25 Apr 2018)

Eoghan Murphy: I thank the Deputy for his question. The commercial rates Bill is currently being drafted. My understanding is that it does not require pre-legislative scrutiny, so once it is drafted and published, we will be able to move with it quite quickly. It will give new powers to local authorities of greater flexibility in how they treat businesses in their local authority areas.

Questions on Promised Legislation (25 Apr 2018)

Eoghan Murphy: Last week, I announced a €1.7 billion investment in Irish Water for the next three or four years, primarily in respect of wastewater services. What we have in the new housing delivery unit in the Department is a way to co-ordinate to ensure key sites ready to be built upon have the necessary services going into them. It is also an ambition we have under Project Ireland 2040 and one...

Eoghan Murphy: The United Kingdom has informed relevant Government Departments - i.e. my Department and the Department of Communications, Climate Action and the Environment - of developments in relation to plans to build new nuclear power plants at sites judged as potentially suitable, including Hinkley Point C.  However, prior to planning permission being sought for the proposed Hinkley Point C...

Written Answers — Department of Housing, Planning, and Local Government: Departmental Expenditure (25 Apr 2018)

Eoghan Murphy: I propose to take Questions Nos. 237 and 238 together. My Department has not spent any money on social media training or consultancy on the use of social media from 2011 to date.

Eoghan Murphy: Housing First enables people who may have been homeless and who have high levels of complex needs to obtain permanent secure accommodation with the provision of intensive supports to help them maintain their tenancies. Rebuilding Ireland, the Government’s Action Plan on Housing and Homelessness, committed to increasing the target for housing first tenancies in Dublin to 300. A new...

Seanad: Housing: Statements (25 Apr 2018)

Eoghan Murphy: I thank the House for this important opportunity to update Members on housing and related matters. In view of the time available, I will not address every single issue in housing but I look forward to coming back to any questions Members have. The top-line figures for house building are going in the right direction. Planning permissions for 20,776 homes were granted to the end December...

Seanad: Housing: Statements (25 Apr 2018)

Eoghan Murphy: It is not correct. We are correcting it with The Irish Times.

Seanad: Housing: Statements (25 Apr 2018)

Eoghan Murphy: It was so that the Senator did not perpetuate a wrong number that, unfortunately, had been reported in a newspaper.

Seanad: Housing: Statements (25 Apr 2018)

Eoghan Murphy: I think I definitely have to as I have nine or ten pages of notes here. I would like to respond to everyone if I may in the time available. I thank all the Senators for their contributions. We will be back here talking about housing because it will continue to be an issue until we have actually managed to stabilise the housing sector, bring along the supply we have provided for with regard...

Seanad: Housing: Statements (25 Apr 2018)

Eoghan Murphy: As we ramp up supply, it does not necessarily mean that we will need the same number of individuals as we have done in the past. We can take advantage of new technologies. Of course we still need people and a scheme in my area has been quite successful in training people and in taking them from long-term unemployment, and even some people who had been homeless, into working jobs. They did...

Seanad: Housing: Statements (25 Apr 2018)

Eoghan Murphy: I will go straight to Senator Murnane O'Connor's questions, which are the most important, according to her, and to the questions posed by Senator McFadden. In terms of local authorities, the funding is there and the extra resources are in place. We have told the local authorities that if they want to hire more staff, they can bill them directly to the Department. We have also set up a new...

Seanad: Housing: Statements (25 Apr 2018)

Eoghan Murphy: I am sorry I am not going to get to the points made by the others speakers. In terms of student accommodation, rent pressure zones and the difficulties being faced, we are looking at that at the moment. I will be introducing a Bill relating to the rental sector and am working with the Minister of State at the Department of Education and Skills, Deputy Mitchell O'Connor, on it. That work is...

Seanad: Housing: Statements (25 Apr 2018)

Eoghan Murphy: Absolutely, I would love to do that at a future engagement.Perhaps we should start to silo some of these things in order that we can go in depth into the issues of affordability, disability and student accommodation and not go in depth too much into the history. My apologies for running over time.

Seanad: Housing: Statements (25 Apr 2018)

Eoghan Murphy: The recent history has been very positive.
