State Forestry: Motion (Resumed) [Private Members] (27 Feb 2013)

Brian Hayes: -----that monopolies, whether public or private, are bad for competition and consumers. It is the fundamental responsibility of any Government where it sees a monopoly to do its best to break it up in the interests of the people. I accept what colleagues have said that there is a very strong connection between the forests and the people, not only in terms of leisure activities and...

Written Answers — Department of Public Expenditure and Reform: Public Procurement Tenders (27 Feb 2013)

Brian Hayes: Leveraging the public procurement spend for the benefit of the economy as a whole has assumed increasing importance in these challenging economic times. Public procurement is discussed at policy level not only in terms of achieving cashable savings but also in terms of offering growth opportunities to small indigenous suppliers who have born the brunt of the downturn in the domestic and...

Written Answers — Department of Public Expenditure and Reform: Coastal Erosion (27 Feb 2013)

Brian Hayes: I would point out that the investigation of coastal erosion, in the first instance, is a matter for the relevant local authority concerned. My Office is not aware of studies or surveys in the County Cork area specifically identifying the threat to farmland from coastal erosion. The South Coast Report of the Irish Coastal Protection Strategy Study (ICPSS), published by OPW in 2011,...

At this early stage of the special liquidation the liquidators are engaged in intensive processes which involve, inter alia, asserting control over the businesses, processes, systems and personnel...

Topical Issue Debate: Unfinished Housing Developments (28 Feb 2013)

Brian Hayes: To suggest this is something new is not honest. It has been well known since the passing of the Act that a number of issues would arise in the special liquidation process. Deputy Barry Cowen has mentioned two: one in connection with credit unions and the other in connection with development levies. The Houses of the Oireachtas have provided powers to the special liquidator to do his job,...

Topical Issue Debate: EU-IMF Programme (28 Feb 2013)

Brian Hayes: I thank the Deputies for raising the matter and note their interest over many months in pursuing this issue with the Minister for Finance, Deputy Michael Noonan. What the Government is seeking to achieve with its European partners to underpin Ireland's exit from the programme is complex and is not simply a matter of requesting the same policy tools as have applied in the case of Greece. We...

Topical Issue Debate: EU-IMF Programme (28 Feb 2013)

Brian Hayes: The adjustment this year for our budget is €3.5 billion. The equivalent adjustment in Greece is about €9 billion, despite the write-down it has already obtained. This is Greece's third run at this. On the other arrangements put in place by the Eurogroup, there was significant private and public sector involvement. We have always said we will examine all the options and...

Brian Hayes: The current combined annual cost of the leases for the Harcourt Square complex is €5,405,000. The Office of Public Works is currently undertaking a rationalisation programme of its leased estate and the release of information relating to lease expiries is not considered appropriate at this point in time. I can confirm that these leases include upward only rent review clauses.
