Joint Oireachtas Committee on Health: Cardiovascular Health, Stroke and Heart Attack: Discussion (13 Dec 2023)

Colm Burke: Another issue is arising in hospitals. I refer to the fact there is now a 40% increase in staffing levels in hospitals. We heard from the Secretary General of the Department of Health recently that although there was, I think, a 36% increase in staff in hospitals, there is not an equivalent increase in patient numbers going through; it has only gone up by about between 10% to 20%, varying...

Public Accounts Committee: Business of Committee (14 Dec 2023)

Colm Burke: I do not accept the answer to question No. 25, which related to a previous response that stated "the reason given was that 'will negate what we are trying to do'". Now they say it was contractual. It is not clear. I am concerned about a few things with regard to the replies. First, the legal person was at meetings but, at the same time, the document states that person did not take part or...

Public Accounts Committee: Business of Committee (14 Dec 2023)

Colm Burke: Even if they were there and were not asked to give legal advice, if they are working for an organisation and decisions are being made that put that organisation at risk, surely they have a duty of care to advise and, for example, tell the meeting participants they cannot go down that road because it is not above board. Surely, that must be their role as well.

Public Accounts Committee: Business of Committee (14 Dec 2023)

Colm Burke: Yes. That is the other thing. That is a very important point.

Public Accounts Committee: Business of Committee (14 Dec 2023)

Colm Burke: This goes back to what I said earlier about how the comparable funding now seems to be the same. According to the figures given today on the loans from the HFA, the same amount is going to the local authorities as to the approved housing bodies. There is an accountability issue with regard to the approved housing bodies. Do we not now need to look at this issue? Will we have problems in...

Public Accounts Committee: Business of Committee (14 Dec 2023)

Colm Burke: They are voluntary organisations in the sense they cannot be sold off to a commercial enterprise. There is accountability from this point of view. The amount of finance they are managing now is substantial. We need to ensure we have some oversight of it.

Public Accounts Committee: Business of Committee (14 Dec 2023)

Colm Burke: Back in June and July a huge amount of work was done in a very short timeframe. The volume of work that was done in that period of time was tremendous. We could not have dealt with it without the information that was provided to us.

Colm Burke: I thank the witnesses for their presentation. It was mentioned there are three health areas with particular problems, namely CHOs 4, 6 and 8. What areas do they cover?

Joint Oireachtas Committee on Health: Child and Adolescent Mental Health Services: Families for Reform of CAMHS (17 Jan 2024)

Colm Burke: There are particular problems in those three areas, compared to others.

Joint Oireachtas Committee on Health: Child and Adolescent Mental Health Services: Families for Reform of CAMHS (17 Jan 2024)

Colm Burke: Ms Morrison referred to the fact people are going away privately and getting assessments and it is costing a lot of money. Has there been any engagement with the Minister, the Department and the HSE? We are using the treatment purchase fund for hip replacements and all sorts of things. Why can we not use it for something like this? Is it not a way to expedite it? We were talking about...

Joint Oireachtas Committee on Health: Child and Adolescent Mental Health Services: Families for Reform of CAMHS (17 Jan 2024)

Colm Burke: Absolutely, yes.

Joint Oireachtas Committee on Health: Child and Adolescent Mental Health Services: Families for Reform of CAMHS (17 Jan 2024)

Colm Burke: One of the problems we have with the HSE historically is that there has been a great reliance on independent agencies to provide services for people with intellectual disability and for people with physical disability and the HSE has not adjusted, as time has moved on, where it now has that role and is not implementing it. We have taken on over 40,000 additional people in the HSE in the past...

Joint Oireachtas Committee on Health: Child and Adolescent Mental Health Services: Families for Reform of CAMHS (17 Jan 2024)

Colm Burke: Can I come back to one of the statements in the presentation this morning regarding GPs and teachers advising not to disclose that the child has autism? What is the concern that once a child is diagnosed with autism they are not able to get access to CAMHS? Why is that used as a barrier for getting access?
