Leo Varadkar: The planning, design and implementation of individual national road projects is a matter for the National Roads Authority (NRA) under the Roads Acts 1993 to 2007 in conjunction with the local authorities concerned. Within its capital budget, the assessment and prioritisation of individual projects is a matter in the first instance for the NRA in accordance with Section 19 of the Roads Act....

Written Answers — Department of Transport, Tourism and Sport: Transport Issues (19 Dec 2013)

Leo Varadkar: My Department and I constantly monitor our national transport facilities to ensure that, given the resources available, they are achieving their greatest potential. In relation to maximising the options to the public in terms of an integrated and co-ordinated transport system, this is an important consideration when it comes to future decisions on transport investment. In making...

Written Answers — Department of Transport, Tourism and Sport: Legislative Process RIA (19 Dec 2013)

Leo Varadkar: The information requested by the Deputy is contained in the tables below. RIAs were not carried out on the National Tourism Development Authority (Amendment) Bill 2011 or on the Transport (Córas Iompair Éireann and Subsidiary Companies Borrowings) Bill 2011 as neither Billl was considered to have an impact on the existing regulatory framework. Bills published since 9th...

Seanad: Adjournment Matters: Pilot Training Colleges (19 Dec 2013)

Leo Varadkar: I thank the Senator for raising this issue. The situation that arose with regard to the Pilot Training College, PTC, Waterford, in July 2012 was most regrettable and came about from the failure of PTC, a privately-owned and operated flight training school, that reneged on its contractual obligations to its client students in respect of the completion of their training in Florida. I met with...

Seanad: Adjournment Matters: Pilot Training Colleges (19 Dec 2013)

Leo Varadkar: The difficulty in this case was the amount of money lost by the students. Many of them paid their fees up front and lost a significant amount of money. It is the case that businesses fail. For example, driving schools are licensed by the State and if they fail we do not compensate everyone who did not receive the lessons they paid for. Shops, restaurants, hotels, are all licensed by the...

Order of Business (15 Jan 2014)

Leo Varadkar: If the Deputy gives me the details I will look at them.

Road Traffic (No. 2) Bill 2013: Report and Final Stages (15 Jan 2014)

Leo Varadkar: I move amendment No. 1:In page 16, between lines 28 and 29, to insert the following: "Interference with odometer of mechanically propelled vehicle14. Road Traffic (No. 2) Bill 2013: Report and Final Stages (15 Jan 2014)

Leo Varadkar: On Deputy Ellis's question, it makes no difference whether the odometer records miles or kilometres. While odometers in cars purchased in recent years record kilometres, older ones record miles. The term "mileage" is still used in respect of claims for travel expenses even though the distance travelled is recorded in kilometres.

Road Traffic (No. 2) Bill 2013: Report and Final Stages (15 Jan 2014)

Leo Varadkar: No, definitely not.

Road Traffic (No. 2) Bill 2013: Report and Final Stages (15 Jan 2014)

Leo Varadkar: There is no reference in the amendment to "mileage" or "kilometres". To avoid confusion on that issue, the amendment states only that there should be no interference with an odometer.

The purpose of the...

Road Traffic (No. 2) Bill 2013: Report and Final Stages (15 Jan 2014)

Leo Varadkar: Deputy Dooley's question has much to do with the law of unintended consequences. We do not believe that this provision can be used other than for the purpose intended. However, we cannot know that for sure. As a Road Traffic Bill is introduced pretty much every year, if an issue does arise the Bill can be amended. I do not foresee any issues arising but will keep a watchful eye on the...
