(7 Dec 2017)

Catherine Murphy: I received replies to parliamentary questions relating to the number of people on a welfare payment who had a penalty applied in each of the years from 2012 to 2016. It has been growing. In 2012, when a much larger number of people were getting a welfare payment, it was 1,500 and in 2016 it was 10,000. Does JobPath play a role in that? In the first number of weeks there is a 44% reduction-----

Catherine Murphy: On disability payments and medical evidence based claims, I agree with Deputy Marc MacSharry that a lot is done well in that regard, but there are exceptions which generally are the cases brought to our offices. When I am approached by a person seeking a domiciliary care payment, my first response is that he or she should expect to be refused in the first instance and then receive it on...

Paradise Papers: Statements (8 Dec 2017)

Catherine Murphy: I welcome the Minister's remarks in that he has assured us that Revenue will be investigating the circumstances, the companies and the individuals involved in the Paradise Papers. However, Revenue must be resourced to do this. The Paradise Papers are an elaborate collaboration between banks, accounting firms and law firms spread across the world, including Ireland. One must question...

Paradise Papers: Statements (8 Dec 2017)

Catherine Murphy: We are not talking about people who are reasonably well-off. We are talking about very wealthy people. They are the ones with the resources to engage the expertise that can allow them to put their money out of reach. One must ask who is writing the laws and where the influence is because the very idea that one can say that much of this is not illegal is really very offensive. There is no...

Road Traffic (Amendment) Bill 2017: Second Stage (Resumed) (8 Dec 2017)

Catherine Murphy: I am a member of the Joint Committee on Transport, Tourism and Sport which discussed this Bill. The sanction, rather than the limit, is being changed in the Bill, but we all know that it is no small deal to put someone off the road. Therefore, there has to be a good reason to do it. The committee considered a Road Safety Authority document, but we then invited representatives to discuss it...

Catherine Murphy: When will sections 2 and 3 of the Children and Family Relationships Act 2015 be commenced? They deal with issues of surrogacy and anonymous donations. It was promised that these sections would be commenced by the end of 2017.

Electoral (Amendment) (Dáil Constituencies) Bill 2017: All Stages (12 Dec 2017)

Catherine Murphy: I am sharing time with Deputies Brassil and O'Loughlin. I will take about ten minutes. I thank the boundary commission for completing a very difficult task. I think we will find that after each revision of the boundaries, there will be a very similar kind of debate here with some people happy and others unhappy. Essentially, there can be serious confusion for constituents, particularly on...
