Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare and Pensions Bill 2014: Committee Stage (11 Jun 2014)

Denis Naughten: There are two matters I wish to discuss, the first of which is the broader issue of the time between Second Stage and Committee Stage. It is unfair that there is such a tight window between the two Stages and there is no reason for it. There is no urgency for the Bill to be completed by the end of the week. The idea behind it is that it is supposed to be a more considered measure than the...

Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare and Pensions Bill 2014: Committee Stage (11 Jun 2014)

Denis Naughten: I am very aware of it. A sum of €332 million was calculated in control savings last year based on the actions of that section of the Department. The staff do tremendous work, but it would be interesting to examine the level and frequency of fraud in respect of payments collected by electronic means and through banks, payments collected in the major post offices and sub-post offices....

Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare and Pensions Bill 2014: Committee Stage (11 Jun 2014)

Denis Naughten: I wish to make two points. While the legislation must be in place by 5 August, we are early in June and is the Minister saying an extra week cannot be provided for the taking of Committee Stage? That is not the case. I am pleased she has outlined the geographic provisions included in the contract. The figure for rural areas is 15 km for 95% of recipients.

Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare and Pensions Bill 2014: Committee Stage (11 Jun 2014)

Denis Naughten: That is a round trip of 19 miles for many vulnerable people living in rural areas to collect social assistance payments, some of whom have to hire a taxi to collect them. There is a lack of understanding of the hardship this can cause for individuals and communities when the local post office closes. Having to take a round trip of 19 miles for a person who has to hire a taxi can use up a...

Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare and Pensions Bill 2014: Committee Stage (11 Jun 2014)

Denis Naughten: To give another example, one that I raised with the Minister previously, namely, that a small cohort of children receive compensation from the Health Service Executive on their 18th birthday because the HSE failed in its responsibility to protect them while they were minors. In such circumstances, if the moneys are due it is to compensate the young people and I hope the money would be used...

Other Questions: Local Authority Functions (17 Jun 2014)

Denis Naughten: I did not hear all of the Minister of State's reply. Grouping questions together in this manner provides good exercise for the heart as we race to get to the Chamber on time. I raised this issue of the taking in charge of housing estates with the Minister of State at the last Question Time. The legislation stated that a petition had to be signed by the majority of persons on the register of...

Other Questions: Local Authority Functions (17 Jun 2014)

Denis Naughten: With all due respect, I am not from the most urban constituency in the country but from the most rural one. However, sometimes one third or up to 50% of houses are owned by landlords. Straightaway, there is a problem in trying to get documentation and deeds from them. Sadly, in my constituency, as in many parts of the country, a lot of people are in huge financial difficulty with banks and...

Other Questions: Local Authority Functions (17 Jun 2014)

Denis Naughten: I am surprised by the Minister of State's response because the last time I questioned her on this issue, she understood it. Perhaps she has got a briefing since that has said the opposite. My deeds are held by the bank and not a solicitor as is the case with the vast majority of mortgage holders in this country. There are estates where developers still own quite a number of houses and...

Denis Naughten: 299. To ask the Minister for Public Expenditure and Reform if any evaluation of the comparable processing cost of an online versus a hard copy application form has been completed by his Department; the estimated cost of maintaining a system to continue to accept hard copy applications; the potential savings to move a 100% e-Government application process; and if he will make a statement on...
