Seanad: Order of Business. (5 Oct 2005)

Paul Coghlan: The Leader is well covered. I am thinking about poor people who need pension provision.

Seanad: Order of Business. (6 Oct 2005)

Paul Coghlan: I support remarks made by Senators Brian Hayes and Finucane regarding the hiring of consultants by various Departments. Over the past number of days, the Taoiseach has stated that much of this type of work within his Department was done by civil servants, all of whom are capable according to him, which I believe.

Seanad: Order of Business. (6 Oct 2005)

Paul Coghlan: The Tánaiste has said that employing expensive consultants has become too much of a habit in Departments in recent years. It is quite obvious that the Taoiseach must issue a decree on this matter to all Departments. I am delighted to hear that his Department has such capable civil servants and am sure the same is the case throughout the Civil Service.

Seanad: Northern Ireland Issues: Statements. (6 Oct 2005)

Paul Coghlan: Hear, hear.

Seanad: Northern Ireland Issues: Statements. (6 Oct 2005)

Paul Coghlan: I compliment the Taoiseach and all Members who have spoken on this issue. It is likely that each of us may repeat other Members' words because nobody in this House, as a democratically elected public representative, could disagree with anything the Taoiseach or Members have said. I compliment the Taoiseach on his role in the peace process. Nobody has invested as much time and effort in that...

Seanad: Wildlife Conservation. (6 Oct 2005)

Paul Coghlan: I welcome the Minister to the House. Before I speak about the native red deer species, I thank the Minister for his visit to Killarney on 26 July when he launched the updated management plan for Killarney National Park and signed an historic new five-year agreement with the trustees of Mucross House. Both are very much appreciated and I record my thanks to him. The Minister and I have...

Seanad: Wildlife Conservation. (6 Oct 2005)

Paul Coghlan: That is what we need.

Seanad: Wildlife Conservation. (6 Oct 2005)

Paul Coghlan: I thank the Minister for his courtesy and for considering the concerns I expressed when the matter arose in May and also on his visit to Killarney. I accept what he says about the licensed park personnel being the only people allowed to cull deer in Killarney national park. We are at one on that. I also his accept his assurance about trophy hunters and antlered male deer. We know that during...

Seanad: Wildlife Conservation. (6 Oct 2005)

Paul Coghlan: Mar fhocal scoir, I would like to have a definitive number for the red deer population.

Seanad: Order of Business. (11 Oct 2005)

Paul Coghlan: Members will sadly be aware of the aggressive plant disease known as sudden oak death, which has the potential to wipe out or totally devastate Ireland's oldest remaining oakwoods in the heart of Killarney National Park. I refer here to the oakwoods in the area of Derrycunihy. Traces of this disease have been found at Torc and on Ross Island. Hopefully, that is as far as it will spread. The...

Seanad: Order of Business. (11 Oct 2005)

Paul Coghlan: I am asking the Leader if she could——

Seanad: Order of Business. (11 Oct 2005)

Paul Coghlan: No, this could be worse than foot and mouth disease. Let us be serious for a moment. Traces of the aggressive plant disease, sudden oak death, have been found at both Torc and on Ross Island. What precautionary measures and serious steps are being taken? I would like the Minister to inform the House about the matter and I should be grateful if the Leader would arrange that.

Seanad: Order of Business. (11 Oct 2005)

Paul Coghlan: Everyone is welcome in Killarney.

Seanad: Order of Business. (11 Oct 2005)

Paul Coghlan: He is the father of the House.

Seanad: Order of Business. (11 Oct 2005)

Paul Coghlan: I ask the Leader of the House to revisit Dinis Cottage, which has not been renovated.

Seanad: Order of Business. (12 Oct 2005)

Paul Coghlan: Senator Mansergh is quite perceptive with regard to how small a clue editorial writers possess in respect of certain subjects, and what was written this morning in the editorial of the Irish Independent with regard to councillors is one such glaring example. We read this morning of appointments to the Garda Complaints Board. I understand that these will be on a full-time basis. Will the...

Seanad: Order of Business. (12 Oct 2005)

Paul Coghlan: I apologise and will rephrase the question. The Cathaoirleach's guidance is always appreciated. What does this say with regard to the Government's commitment to consumers? A vacancy exists at the top of the Competition Authority. Will the Director of Consumer Affairs position also be vacant? With regard to the Housing (Stage Payments) Bill which was voted down in the House in May 2004, the...

Seanad: Employees (Provision of Information and Consultation) Bill 2005: Committee Stage. (12 Oct 2005)

Paul Coghlan: The amendment makes sense because we are dealing with information and consultation. If someone from an employment agency is working with a company on a temporary basis for a month or two, that person will not have the same attachment to the business. Whether they want the information, the amendment makes sense. These people are transient and are engaged by the agency rather than the firm to...

Seanad: Employees (Provision of Information and Consultation) Bill 2005: Committee Stage. (12 Oct 2005)

Paul Coghlan: Senator White is right in this instance. We have to make a distinction in the case of a person who is engaged by an employment agency on a very temporary basis. As such a person does not belong to the company to which he or she is sent, he or she will not have a feeling for the company or its business. As Senator Quinn has explained, temporary agency staff are sometimes recruited on security...

Seanad: Employees (Provision of Information and Consultation) Bill 2005: Committee Stage. (12 Oct 2005)

Paul Coghlan: Perhaps the Senator should press the amendment, which refers explicitly to employees supplied for the temporary use of employers.
