John Paul Phelan: Senator McDowell is correct. Every recommendation I have put down today could be construed in that way. Indeed, the Minister referred to the â¬63 million that would be required to pay for one of the recommendations. Of course, they place a demand on the State. That is the nature of the Finance Bill. Everything could be ruled out of order if that is the standard applied.
