Eoghan Murphy: I do not know what they are comparing it to when they do it, but obviously they are looking at the lifecycle costs of the building, the potential maintenance costs, any investment that is required and the liability that will fall on their side at the end because they will own the stock.

Eoghan Murphy: Of course. Whenever a value for money review of a project is done, it must be judged against what we have been doing traditionally to ensure the stream is delivering something with as much value for money, or something the same ball park, as traditional schemes. Otherwise, why introduce a scheme? That is what they will do.
