- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (17 Nov 2015)
Richard Boyd Barrett: Why is the Minister incentivising young people to take out private health insurance? Is that not a case of the State acting on behalf of private health insurance companies?
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (17 Nov 2015)
Richard Boyd Barrett: I am in favour of greater investment in forestry. We need to do more than we are at the moment. The largest block to our having the levels of afforestation that we require is the fact that the State forestry company has effectively been ruled out of engaging in new planting, which is ridiculous. I see the Minister's logic in this case. In the harvesting year, one's income is high.
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (17 Nov 2015)
Richard Boyd Barrett: I do not know whether that is my phone. A high income in a harvest year would not necessarily reflect one's income every year. Should there not be a ceiling or the like whereby we could distinguish between someone who had large amounts of forestry and was making mega-profits and a small or medium-sized farmer who had only one year in which his or her income went over the line? I...

Richard Boyd Barrett: We should have them in cities. Seriously - we need it.
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (17 Nov 2015)
Richard Boyd Barrett: I do.
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (17 Nov 2015)
Richard Boyd Barrett: We have returned into the area of fundamental differences and perspectives. For the record, I think the lack of economic literacy is on the part of the Minister and not on our part. It is worth mentioning, in the context of what has been said about consistency, that the Taoiseach once said he was "morally" opposed to putting taxes on the family home. There is a lack of consistency there...
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (17 Nov 2015)
Richard Boyd Barrett: I will finish by saying that the Minister's current approach might lead to temporary benefits, but it stores up big problems in the long term. We saw that with property. We think the Minister is doing the same thing now by focusing on foreign direct investment at the expense of the rest of the economy.
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (17 Nov 2015)
Richard Boyd Barrett: The elderly are not the only people who own such homes.
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (17 Nov 2015)
Richard Boyd Barrett: It is just a question of moving on the debt.
- Housing and Homelessness: Motion (Resumed) [Private Members] (18 Nov 2015)
Richard Boyd Barrett: The time for spoof, big announcements that translate into nothing and chatter about this emergency in this House is over. The main thing I wish to say is that people need to get out on to the streets on 1 December 2015 for a national demonstration to address the housing and homelessness emergency. The demonstration will assemble on Grafton Street at 5 p.m. and will march to the Dáil....

Richard Boyd Barrett: On what basis?
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (Resumed) (18 Nov 2015)
Richard Boyd Barrett: I am utterly opposed to the knowledge development box. I do not accept the Minister of State's assurances that this is not just replacing the double Irish tax scam with a new tax scam. I think that is exactly what the Government is doing. Having been exposed very badly with the double Irish, the Government in collusion with the multinationals has engineered a new tax scam, which is the...
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (Resumed) (18 Nov 2015)
Richard Boyd Barrett: This is about the knowledge development box.
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Finance: Finance Bill 2015: Committee Stage (Resumed) (18 Nov 2015)
Richard Boyd Barrett: Yes. We need to go into this detail to establish whether the knowledge development box will prevent the sort of tax evasion or the aggressive tax avoidance of the past. If this committee serves any purpose, it needs to go into this detail. The gross trading profits in 2007 were actually €10 billion than more they were in 2009, but the amount written off jumped by 200%. Therefore,...
