Fergus O'Dowd: I appreciate it is not Ms Pollard's area but who vindicates the rights of a tenant in such a house, regardless of whether or not they are a local authority tenant? That is the problem in terms of-----

Joint Oireachtas Committee on Housing, Planning and Local Government: Pre-Legislative Scrutiny of the Draft General Scheme of the Building Control (Construction Industry Register Ireland) Bill 2017 (4 Oct 2017)

Fergus O'Dowd: Yes, but what I am saying involves what happens nationally; it is not just an issue for my constituent. I am sure everybody has the same problem. It does create problems for the tenant of a public or private landlord if the house is falling down around them and nobody is listening to them.

Fergus O'Dowd: Before we begin, I remind members, witnesses and attendees in the public Gallery to turn off their mobile phones please. We now turn to our engagement on the recent reduction in service provision by Ryanair and its impact on consumers, and the issue of working hours of pilots and implications for their welfare. I welcome Ms Cathy Mannion, Commissioner for Aviation Regulation; Mr. David...

Joint Oireachtas Committee on Transport, Tourism and Sport: Ryanair Service Provision: Commissioner for Aviation Regulation and Irish Aviation Authority (4 Oct 2017)

Fergus O'Dowd: In fairness, the Deputy is quite right to make his protest and that will be acknowledged in the committee minutes but it is not proper to make charges against anybody by name. We all know what is happening.

Joint Oireachtas Committee on Transport, Tourism and Sport: Ryanair Service Provision: Commissioner for Aviation Regulation and Irish Aviation Authority (4 Oct 2017)

Joint Oireachtas Committee on Transport, Tourism and Sport: Ryanair Service Provision: Commissioner for Aviation Regulation and Irish Aviation Authority (4 Oct 2017)

Fergus O'Dowd: I thank Ms Mannion and the Irish Aviation Authority. I will now turn to the members. The traditional rota has been to have speakers from Fine Gael, Fianna Fáil, Sinn Féin and then Independents, in that order.

Joint Oireachtas Committee on Transport, Tourism and Sport: Ryanair Service Provision: Commissioner for Aviation Regulation and Irish Aviation Authority (4 Oct 2017)

Fergus O'Dowd: That is fine. Is that agreed? Agreed.

Joint Oireachtas Committee on Transport, Tourism and Sport: Ryanair Service Provision: Commissioner for Aviation Regulation and Irish Aviation Authority (4 Oct 2017)

Fergus O'Dowd: Is Senator O'Mahony satisfied with the answers that have been provided?

Joint Oireachtas Committee on Transport, Tourism and Sport: Ryanair Service Provision: Commissioner for Aviation Regulation and Irish Aviation Authority (4 Oct 2017)

Fergus O'Dowd: To highlight a slight difference of emphasis, the Irish Aviation Authority regulates all of the Ryanair flights in terms of safety no matter where they are and their pilots and all of that, whereas the Commission for Aviation Regulation looks after the Irish operations only. That is a significant difference. The IAA has a much greater responsibility. I do not mean that rudely. It is a key...

Joint Oireachtas Committee on Transport, Tourism and Sport: Ryanair Service Provision: Commissioner for Aviation Regulation and Irish Aviation Authority (4 Oct 2017)

Fergus O'Dowd: On Ms Mannion's answer, and it backs up what Deputy Munster's point, would it be ideal if there was the same response across all European countries, specifically in relation to protocols when cancellations occur, that wherever the strongest legislation for consumers or airline passengers exists it should be the universal policy of the European Commission? The EU Commissioner will come before...

Joint Oireachtas Committee on Transport, Tourism and Sport: Ryanair Service Provision: Commissioner for Aviation Regulation and Irish Aviation Authority (4 Oct 2017)

Fergus O'Dowd: Or stronger legislation. The weakness that I see is that if my flight does not go ahead, I might face other complications as I might have booked holiday accommodation. The same consumer rights may not apply universally and may not be the same across Europe. I raised this question in debate with one of the organisations as an issue to be dealt with.
