David Stanton: Funding for integration services provided within accommodation centres contracted as part of the direct provision system is not recorded as a separate item. However, under the European Union’s Asylum, Migration and Integration Fund (AMIF) 2014-2020, the EU Funds Unit of the Department of Justice and Equality is currently funding eight projects under the Asylum Specific Objective, with...
- Seanad: Commencement Matters: Gambling Legislation (27 Sep 2018)
David Stanton: I thank Senator Buttimer for raising this issue and for his continued interest in this whole area. The issue of loot boxes and online video games has received significant media attention in recent days. There are three elements to this matter which I wish to highlight. First, Ireland was happy to join in the declaration from the Gaming Regulators European Forum, GREF, on the undesirability...
- Seanad: Commencement Matters: Gambling Legislation (27 Sep 2018)
David Stanton: I thank Senator Buttimer for his further comments on this matter and for his interest and support. I have endeavoured to separate the various elements involved here. The declaration referred to is intended to let the gaming industry know that where their games involve in-game purchases, which are offers to gamble, these games would fall to be regulated under gambling legislation. Many...

David Stanton: On behalf of the Minister for Justice and Equality, Deputy Flanagan, I thank Deputy Kelleher for the further responses he has provided on this proposed Bill. David Stanton: As the Deputy is aware, a number of issues which impact on the effective administration of the Garda Diversion Programme were identified following the completion, in June 2017, of an examination by the Garda Professional Services Unit, GPSU. The Garda authorities subsequently initiated a comprehensive review of all youth referrals between 2010 and 2017 and a review team was tasked with...

A significant amount of work has been undertaken within Government to develop revised proposals which better reflect the required extent of the State’s engagement with...

- Seanad: Irish Human Rights and Equality Commission (Gender Pay Gap) Information Bill 2017: Report and Final Stages (3 Oct 2018)
David Stanton: The amendment proposes to insert a new subsection (7) into section 32A to provide that a company which employs more than 100 staff and which contravenes the provisions of a gender pay gap information scheme shall have its company title published by the Irish Human Rights and Equality Commission. That is basically what is at issue here. We do not oppose the amendment.

- Seanad: Irish Human Rights and Equality Commission (Gender Pay Gap) Information Bill 2017: Report and Final Stages (3 Oct 2018)
David Stanton: However, the general scheme of the Gender Pay Gap Information Bill contains provisions under which contraventions of gender pay gap reporting regulations would be made public. Head 4 of that Bill would permit the Irish Human Rights and Equality Commission to apply to the Circuit Court for an order requiring an employer to comply with the regulations. These proceedings would, of course, be...
- Seanad: Irish Human Rights and Equality Commission (Gender Pay Gap) Information Bill 2017: Report and Final Stages (3 Oct 2018)
David Stanton: I appreciate the energy and urgency in respect of this concept of the gender pay gap. Senators already alluded to the fact that it is not a simple topic but that matters become quite complex when we start to drill down into it. This is a very important issue and those on all sides are taking it seriously. There is no division in the House on the matter. I caution, however, that we should...
- Joint Oireachtas Committee on Justice, Defence and Equality: European Union Regulations: Motion (10 Oct 2018)
David Stanton: I thank the committee members for their willingness to deal with this matter today. The three-month period during which Ireland can make the necessary notifications of our intention to participate in the adoption and application of a proposed measure is linked with the timing of that proposed measure becoming available in all official EU languages. We became aware during the summer recess...
- Joint Oireachtas Committee on Justice, Defence and Equality: European Union Regulations: Motion (10 Oct 2018)
David Stanton: The whole issue is to streamline and modernise the use of digital technology and video conferencing. It is not proposed to change the arrangements whereby the Courts Service acts as a transmitting and receiving agency under the regulation. These functions are undertaken by the court registrar. I understand the process of centralising these functions is at an early stage of implementation....
