Billy Kelleher: Deputy Howlin's Bill seeks to amend section 4 of the 2005 Act if I remember correctly. This may be feasible if, as expected, it was decided to proceed with statutory regulation of counsellors. How does one regulate an entity that is so broadly based? Would it be regulation based on qualification standards? If it is activity based we could be here for ever.
