- Select Committee on Jobs, Enterprise and Innovation: Employment Permits Bill 2022: Committee Stage (30 Nov 2022)
Louise O'Reilly: My comments on the section relate largely to points that have already been made. The pre-legislative scrutiny report stated that while the general scheme aims to enable an employment permit system to respond quickly to changes in economic conditions, moves to prescribe the rules and regulations rather than primary legislation could potentially undermine public scrutiny. We have already had...
- Select Committee on Jobs, Enterprise and Innovation: Employment Permits Bill 2022: Committee Stage (30 Nov 2022)
Louise O'Reilly: I echo that, and particularly in the case where a family has college-age kids, which can be very expensive indeed and made more so by virtue of the fact they are outside of the system.

- Select Committee on Jobs, Enterprise and Innovation: Employment Permits Bill 2022: Committee Stage (30 Nov 2022)
Louise O'Reilly: I move amendment No. 39: In page 80, line 37, after “Síochána” to insert the following: “, inspectors from the Workplace Relations Commission, Labour Court, the Department of Social Protection, the Revenue Commissioners”. This amendment is straightforward enough. It provides that not only shall an employer not penalise or threaten penalisation...
- Select Committee on Jobs, Enterprise and Innovation: Employment Permits Bill 2022: Committee Stage (30 Nov 2022)
Louise O'Reilly: There is balance there. Nobody is suggesting that everybody in this scenario will behave like an angel. It is a case of balancing it out and maybe tipping it a little bit in favour of the worker in some instances, given he or she is the vulnerable person coming from outside. I take Deputy Stanton's point as well.

- Select Committee on Jobs, Enterprise and Innovation: Employment Permits Bill 2022: Committee Stage (30 Nov 2022)
Louise O'Reilly: Part of the resolution to this is more resources for the Nursing and Midwifery Board of Ireland, NMBI, in order that they can do their work more quickly and people are not left waiting around. I appreciate the point Deputy Nash makes. I have a concern about qualified nurses working for lower wages but I understand the Deputy's point. This is not ideal. If the paperwork could be completed...
- An tOrd Gnó - Order of Business (6 Dec 2022)
Louise O'Reilly: I recently met with residents who are living near Dublin Airport. They tell me that Dublin Airport is in breach of its planning permission and that residents who have never before been under the flight path are now experiencing noisy, low-flying planes daily. In the run-up to the building of the new runway, clear sites were identified that would be in the flight path and there was...
- Gambling Regulation Bill 2022: Second Stage (6 Dec 2022)
Louise O'Reilly: I acknowledge the work of the Minister of State on the Bill. I congratulate him on bringing it to this Stage and fulfilling a commitment he made. I also thank my colleague, an Teachta Gould, and his team for all their work on this issue. Sinn Féin is happy to support the progress of the Bill to Committee Stage. We support the efforts in respect of the regulation of gambling. If...
- Building Defects: Motion (Resumed) [Private Members] (6 Dec 2022)
Louise O'Reilly: I welcome the people in the Gallery. I understand it is not easy for them to sit here this evening and hear their homes, lives and futures debated in this way. It is important we are having this debate but it cannot be easy for them to have to listen to this. They are all very welcome, as is everyone who is watching. I commend the work of the representative groups from the Construction...
- Teacher Shortages: Motion [Private Members] (7 Dec 2022)
Louise O'Reilly: I thank the Deputies for bringing forward this very timely, and as my colleague has alluded to, very well put together motion. Before I came in, I spoke to the principal of a primary school and she told me that the reality is that they cannot teach children without teachers yet teachers are being exported daily. She told me that without substitute teachers being available, she is constantly...
- Work Life Balance and Miscellaneous Provisions Bill 2022: Instruction to Committee (7 Dec 2022)
Louise O'Reilly: I thank the Leas-Cheann Comhairle for the opportunity to say a few words. Let us be honest: this debate would not have come about if Sinn Féin had not sought it. It is a pretty sad state of affairs that we had to request a debate on this matter, and on the broader issue of what is being done with this Bill. An amendment is being inserted into the Work Life Balance and Miscellaneous...
