Clare Daly: 815. To ask the Taoiseach and Minister for Defence the purpose for which the Naval Service vessel, the LÉ Samuel Beckett is attending an international arms fair in London; the other members of the Defence Forces attending this arms fair; if the exchequer is funding this excursion; if so, the cost; and if he will make a statement on the matter. - Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Eighth Amendment of the Constitution: Engagement with Ms Justice Mary Laffoy, Citizens' Assembly (20 Sep 2017)
Clare Daly: We are in the two-minute slot so it is incredibly difficult for us to ask questions. Before we ask them, I thank Ms Justice Laffoy and the citizens for an outstanding piece of work. It has been great for the Irish public. Ms Justice Laffoy made the point that she was dealing with a topic which she described as one of the most divisive and difficult. However, is it not the case that her...
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Eighth Amendment of the Constitution: Engagement with Ms Justice Mary Laffoy, Citizens' Assembly (20 Sep 2017)
Clare Daly: I have read all the documents and I did not see that legal uncertainty coming from anywhere except one view, which was perhaps slightly exaggerated. I am asking if there is a precedent for that anywhere else. I do not see any uncertainty. Normally, the Oireachtas legislates if it is not in the Constitution. It seemed to be taking things a bit far.
- Joint Oireachtas Committee on Justice, Defence and Equality: Child Protection Audit: Dr. Geoffrey Shannon (20 Sep 2017)
Clare Daly: I thank Dr. Shannon for attending the meeting. We should contextualise this. We are still dealing with the scars of the past in terms of how we dealt with children and the lack of child protection. In that sense, it is appropriate to say that we are privileged to have something that does not happen very often in this State, a world class project that is ahead of anywhere else. That should...

- Joint Oireachtas Committee on Justice, Defence and Equality: Child Protection Audit: Dr. Geoffrey Shannon (20 Sep 2017)
Clare Daly: On the redesign of PULSE, has the Garda been back to Dr. Shannon? Does he know if it has done that?
- Joint Oireachtas Committee on Justice, Defence and Equality: Child Protection Audit: Dr. Geoffrey Shannon (20 Sep 2017)
Clare Daly: People often say, "I have never seen anything like that", but we have really seen nothing like this report, in Ireland or the world. It would be criminally negligent if its recommendations were not implemented. Dr. Shannon's statement that he would not have been able to do this by relying on the data in PULSE alone is utterly damning and sums up the systemic problems we have seen in other...
- Joint Oireachtas Committee on Justice, Defence and Equality: Child Protection Audit: Dr. Geoffrey Shannon (20 Sep 2017)
Clare Daly: I will come to it in a minute. If we cannot ask the Garda representatives about this matter, could we write to them to ask questions? We spoke about co-location and the fact that the Minister for Children and Youth Affairs, Deputy Katherine Zappone, is moving but a number of the suggestions for PULSE could have been brought in in January, such as laminated cards, risk principles, guidelines...
- Joint Oireachtas Committee on Justice, Defence and Equality: Child Protection Audit: Dr. Geoffrey Shannon (20 Sep 2017)
Clare Daly: There has been no contact from it in the six or seven months since then. I think that is absolutely shocking. I cannot believe it. When the Policing Authority comes before us next week, it will be one of the first things we will deal with. This is supposed to be what they are for. This is child protection, which is at least as important as breath testing.
- Other Questions: Humanitarian Access (21 Sep 2017)
Clare Daly: 10. To ask the Minister for Foreign Affairs and Trade the steps he has taken and contact he has had with the Israeli ambassador in relation to the organised and pre-prepared deportation of four persons (details supplied) from Israel on 9 September 2017. [39694/17]
- Other Questions: Humanitarian Access (21 Sep 2017)
Clare Daly: After midnight on 9 September, 37 people, most of whom were Irish citizens, landed in Tel Aviv for a week-long trip to the West Bank. It was a trip that some of them had been making for over a decade. By 5.30 a.m. that morning, four of those people - Elaine Daly, Stephen McCloskey, Joan Nolan and Fidelma Bonass - had been deported on spurious grounds of preventing illegal immigration and a...
- Other Questions: Humanitarian Access (21 Sep 2017)
Clare Daly: I thank the Minister of State for her response. I strongly echo her comments that the only conclusion that can be drawn from the order was that it was an attempt by the Israeli state to avoid scrutiny of its activities in the West Bank. I reiterate that the group leader, my sister, is non-political and has never been involved in any political party, although that would not be a reason to...
- Other Questions: Humanitarian Access (21 Sep 2017)
Clare Daly: I appreciate that the Minister of State and the Department have responded promptly. I am very glad to hear that. I hope that is followed through because I am satisfied there will not be any contradictory evidence that would legitimately prohibit these people from visiting the West Bank. If one considers that this is how Irish citizens with valid Irish passports are treated for supposed...
- Other Questions: Human Rights (21 Sep 2017)
Clare Daly: 32. To ask the Minister for Foreign Affairs and Trade if he will condemn the human rights abuses against the Muslim Rohingya people of Myanmar and call on the political authorities there to take immediate steps to end the violence against the Rohingya people and provide humanitarian aid to prevent further harm. [39695/17]

[39974/17]
