County Enterprise Boards (Dissolution) Bill 2013 [Seanad]: Second Stage (Resumed) (6 Feb 2014)

Denis Naughten: I welcome the opportunity to speak on this Bill. Local businesses around the country are the backbone of the Irish economy. Approximately 80,000 such firms across the country employ an estimated 800,000 people and are putting billions of euro into the economy on an ongoing basis. Unless we can support indigenous, local companies, we will not create the numbers of jobs that we need to curb...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)

Denis Naughten: For the record, there is a correspondent present.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)

Denis Naughten: I am not a member of the committee, but I have an interest in this topic. Quite a number of speakers gave examples of water problems in County Roscommon, in which 90% of those affected by boiled water notices are resident. The Boyle Ardcarne water supply scheme has been subject to a boil notice for almost 12 months.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)

Denis Naughten: There have been boil notices affecting the Castlerea urban and rural schemes for three years. A boil notice has been in place in south Roscommon for six months. From what I am told, it will be a number of months before any of these issues is resolved. There was a similar situation in the case of the Roscommon central supply this time last year and within eight weeks a solution was put in...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)

Denis Naughten: Roscommon is top of the list.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)

Denis Naughten: That is the difference with regard to the evidence Mr. Grant is giving. A temporary scheme, including the procurement process, was put in place in Roscommon central within eight or nine weeks. It was expedited within the Department. I cannot understand why this cannot be done in Castlerea and Kileglan, pending introduction of the full treatment plant in however number of months it will...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)

Denis Naughten: Fair enough. My next question is for Irish Water and the regulator. When the roll-out of meters is complete, approximately 30% of households in the country will not have a water meter. These are houses in rural areas, apartments and houses in urban areas with multiple connections to the same water supply. How will water and user charges be calculated in these cases? It is unfair for...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)

Denis Naughten: They were on user charges. If Mr. Tierney wants to pass the buck, that is fair enough.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)

Denis Naughten: In urban areas where a property is connected to a sewer, a higher rate is charged for water in, as it must also cover water out and wastewater treatment. The Minister and Minister of State have told the committee twice that there will not be an additional charge for wastewater treatment for properties that are on public sewers. This is the specific question that I put to them.
