Seanad: Protection of Children's Health from Tobacco Smoke Bill 2012: Committee Stage (19 Dec 2013)

Jillian van Turnhout: I realise the Minister cannot give a commitment on dates, but can he give a commitment that we will all work together so when we reach Report Stage we will have the Bill correct, so it could go through the Dáil quickly? If we could get a commitment that the Bill that is passed by this House should be able to go through the Dáil quickly, I would be happy with that.

Joint Oireachtas Committee on Health and Children: Quarterly Update on Children and Youth Issues: Discussion with Minister for Children and Youth Affairs (19 Dec 2013)

Jillian van Turnhout: I also extend season's greetings to the Minister and all of the staff in the Department of Children and Youth Affairs. As I realise it is not resourced to the levels we would all wish, I can understand the pressures involved. I welcome the Minister's commitment on aftercare services and think she will receive cross-party support for that measure which will make a real difference to...

Seanad: Adoption (Amendment) Bill 2013: Second Stage (20 Dec 2013)

Jillian van Turnhout: I add to the welcome and say that the Minister has had an outstanding year, from the children's referendum to the establishment of the child and family agency in two weeks, as well as all that has gone on in between. The Minister and her colleagues have clearly outlined the scenario that has led us to the need for the legislation. It is evident that the Minister, her officials and the...

Jillian van Turnhout: I warmly thank the Minister and her officials and staff who do such excellent work on behalf of children. I also extend thanks to the Seanad staff and all the staff of the Houses and wish them a merry Christmas. We will have a well-deserved break.

Seanad: Local Government Reform Bill 2013: Committee Stage (Resumed) (20 Dec 2013)

Jillian van Turnhout: I support these amendments. We need to ensure social inclusion is part of the Bill. I have received representations from Traveller organisations and the Community Workers Co-operative on this matter. I will bring amendments on Report Stage, along with Senator Fiach Mac Conghail, to ensure all parts of society will be represented on these committees.

Joint Oireachtas Committee on Health and Children: Health Service Plan 2014: Minister for Health and HSE (14 Jan 2014)

Jillian van Turnhout: I welcome the witnesses and the news on bilateral cochlear implants, both sequential and simultaneous. Like Deputy Ó Caoláin, I hope it will continue and upscale in 2015 to meet all the demand because it is a set, limited group of children. This committee has had a series of hearings on end-of-life care. It is laid out here in the service plan but we do not know what the budget...

Joint Oireachtas Committee on Health and Children: Health Service Plan 2014: Minister for Health and HSE (14 Jan 2014)

Jillian van Turnhout: I know, but the budget for the Child and Family Agency is in the service plan. I am being very careful. I want to clarify it because people are saying a deficit will be transferred and I want to be clear.

Joint Oireachtas Committee on Health and Children: Health Service Plan 2014: Minister for Health and HSE (14 Jan 2014)

Jillian van Turnhout: I want to return to the issue of the Child and Family Agency and the deficit. The reason I may have looked puzzled when the Minister was replying to the question was that we sat in this room on 19 December with the Minister for Children and Youth Affairs and I specifically asked her to confirm the agency would not be burdened with a deficit from the start. She said: "The 2014 allocation...

Jillian van Turnhout: I may have to probe this further on Thursday, because I am a little confused.

Seanad: Order of Business (15 Jan 2014)

Jillian van Turnhout: I, too, wish everyone a happy new year. I warmly welcome the establishment of the Child and Family Agency and was surprised to learn this morning that it was to be branded with the new name Tusla, which apparently is a completely new word reflecting a shared desire for a new beginning and forging a new identity. I wonder why we cannot call things what they are. Why must we make up a word...

Joint Oireachtas Committee on Health and Children: Update on Health Issues: Minister for Health and HSE (16 Jan 2014)

Jillian van Turnhout: The witnesses are very welcome. I fully endorse everything the Minister said about a tobacco-free Ireland and the Healthy Ireland initiative. I welcome the update from the Minister of State, Deputy Lynch, on mental health but regarding the child and adolescent mental health services, social workers have repeatedly told me about their difficulty of engaging and I am fearful that because they...

Seanad: Recognition of Irish Sign Language for the Deaf Community Bill 2013: Second Stage (22 Jan 2014)

Jillian van Turnhout: I welcome the Minister of State to the House. I would also like to welcome the Bill that is before us. Before I became a Senator, I did not really have an appreciation or understanding of this problem. Nobody in my family is deaf or hard of hearing. I am on a journey as I try to understand and appreciate this issue. I am cognisant that the UN Convention on the Rights of Persons with...
