Fiona O'Malley: There is no need to bring fear into animal welfare. This is what we should be worried about, not that anybody has any interest other than the welfare of animals. That is what we should concern ourselves with. The amendment, therefore, is not necessary. We should have faith in those who work for our local authorities and who were appointed on the basis of their suitability.
