Joint Oireachtas Committee on Climate Action: Election of Chairman (11 Jul 2018)

Eamon Ryan: I propose Deputy Naughton.

Joint Oireachtas Committee on Climate Action: Election of Chairman (11 Jul 2018)

Eamon Ryan: May I speak before we start?

Joint Oireachtas Committee on Climate Action: Election of Chairman (11 Jul 2018)

Eamon Ryan: Well done to the Chairman and Deputy Stanley. It is important that we mark the work of Stop Climate Chaos, which is a coalition of environmental NGOs. Following the Citizens' Assembly's report, Stop Climate Chaos wrote to the Dáil Business Committee asking that the Dáil follow up on it. The Business Committee referred the matter to the Joint Committee on Communications, Climate...

Joint Oireachtas Committee on Climate Action: Election of Chairman (11 Jul 2018)

Eamon Ryan: Might I suggest that we also include a representative from the Environmental Pillar as one of the key contributors?

Joint Oireachtas Committee on Climate Action: Election of Chairman (11 Jul 2018)

Eamon Ryan: A bit of work has been done by our other committee to prepare for this. I do not remember whether it was Deputy Dooley or Deputy Stanley's suggestion, but I agree that we do not have to decide the exact dates now. As Deputy Stanley has said, we do not have to agree the exact details and date here. I understand that the second group from 11-20 September is the first of the Secretaries...

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (11 Jul 2018)

Eamon Ryan: Without trading the books metaphor, I will use Ms Kate Raworth's Doughnut Economics: Seven Ways to Think Like a 21st-Century Economistto raise two points. It is looking at economics in a new way whereby we have to live in a safe space that is both socially sustainable, on one side of the doughnut, and environmentally sustainable, and creating that safe space in which to live. It is a good...

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (11 Jul 2018)

Eamon Ryan: On the other side of the social equation, we are about to get rid of the care for people working in the home in a referendum. I have asked the Ministers for Children and Youth Affairs and Employment Affairs and Social Protection what plans there are to recognise that some people who are not in the paid economy are doing work that matters and is important and valued. We are close to full...

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (11 Jul 2018)

Eamon Ryan: Some 50 million tonnes out is the projection.

Committee on Budgetary Oversight: Summer Economic Statement: Discussion (11 Jul 2018)

Eamon Ryan: Can I ask a brief supplementary question?

Joint Oireachtas Committee on Communications, Climate Action and Environment: Scrutiny of EU Legislative Proposals (11 Jul 2018)

Eamon Ryan: I was the one who raised this issue. I wanted the committee to engage in further scrutiny of the proposal, against the advice in the Department's note, or the wider advice note. The provisions contained in this European draft directive mirror pretty much exactly, if the key provisions are boiled down, the provisions we set out in our Waste Reduction Bill, which the Dáil approved on...

Joint Oireachtas Committee on Communications, Climate Action and Environment: Scrutiny of EU Legislative Proposals (11 Jul 2018)

Eamon Ryan: One could say that it is both local and transboundary.

Joint Oireachtas Committee on Communications, Climate Action and Environment: Scrutiny of EU Legislative Proposals (11 Jul 2018)

Eamon Ryan: We have been working on this for a number of years; I am sure the Department has been working on it even longer. Our per capita plastic waste is twice the European average. We are facing a European tax system which may tax countries on the amount of plastic waste that is not recycled. This is not without consequence as well as being a local, environmental and transboundary environmental...

Joint Oireachtas Committee on Communications, Climate Action and Environment: Scrutiny of EU Legislative Proposals (11 Jul 2018)

Eamon Ryan: We do not disagree on the range of other measures. The Minister has made it clear that he supports the various measures in our Bill and contained in the directive. The only point of difference is on how to get to 90% recycling of plastic bottles. What does Mr. Collins believe is the best option in that regard?

Joint Oireachtas Committee on Communications, Climate Action and Environment: Scrutiny of EU Legislative Proposals (11 Jul 2018)

Eamon Ryan: The Department does not have a proposal as to how we would do this.

Joint Oireachtas Committee on Communications, Climate Action and Environment: Scrutiny of EU Legislative Proposals (11 Jul 2018)

Eamon Ryan: We have been debating this issue-----

Joint Oireachtas Committee on Communications, Climate Action and Environment: Scrutiny of EU Legislative Proposals (11 Jul 2018)

Eamon Ryan: This cross-questioning is useful because we have been refused public debate. I would love to be able to sit down and work out various cost estimates or, indeed, any other proposals. Thereafter, the Bill could be amended. A lot of very good work has been done, particularly including two international examples. While the Commission does not direct exactly which mechanism should be used,...

Joint Oireachtas Committee on Communications, Climate Action and Environment: Scrutiny of EU Legislative Proposals (11 Jul 2018)

Eamon Ryan: Does Mr. Collins believe-----

Joint Oireachtas Committee on Communications, Climate Action and Environment: Scrutiny of EU Legislative Proposals (11 Jul 2018)

Eamon Ryan: I am glad the Department has abandoned the idea of the pilot scheme, which I thought was mad. I was in Cashel last weekend and I wondered how we could possibly get any sort of scientific results from it other than having some kind cordon sanitairearound the town whereby we would know that the plastic bottles used there would remain there. I am glad the Department has moved away from that....

Joint Oireachtas Committee on Communications, Climate Action and Environment: Scrutiny of EU Legislative Proposals (11 Jul 2018)

Eamon Ryan: The best way is the DRS. I would like to debate that with the Minister on Committee Stage but he refuses to do so. The majority of Members of the House agree with that view but they are being blocked by a Government which refused to even debate the issue.

Joint Oireachtas Committee on Communications, Climate Action and Environment: Scrutiny of EU Legislative Proposals (11 Jul 2018)

Eamon Ryan: No. I cannot agree with it. There clearly are subsidiarity issues.
