Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)

Eoin Ó Broin: How can a member state that has demonstrated in a river basin management plan that it can meet the objectives of Article 1 and has an investment plan to support it through general taxation and Government borrowing be in breach of the directive? I would like to hear the views of Mr. Kelly and Mr. Bradley on the matter in the context of the German case, in particular. It is important for...

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Business of Joint Committee (15 Feb 2017)

Eoin Ó Broin: The Chairman is not often late.

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Water Supply Project for Eastern and Midlands Region: Irish Water (15 Feb 2017)

Eoin Ó Broin: I thank Mr. Grant for his presentation. This is probably one of the largest infrastructure projects in the history of the State. It is probably in the top three in terms of its size and its cost. It is important this committee scrutinises it in as much detail as possible. I hope this is the first of a number of engagements in this regard. There has been much debate around the...

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Water Supply Project for Eastern and Midlands Region: Irish Water (15 Feb 2017)

Eoin Ó Broin: I thank the delegation for its answers. I shall declare my view at this point. I am open to being convinced about the worthiness of this project. I am not against it in principle. I know from talking to senior water managers in South Dublin County Council, the local authority in which I live, that there is a need for additional capacity and diversification. I do not dispute any of...

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Water Supply Project for Eastern and Midlands Region: Irish Water (15 Feb 2017)

Eoin Ó Broin: The Senator cannot go through it every week.

Questions on Promised Legislation (16 Feb 2017)

Eoin Ó Broin: Today, Focus Ireland published a report highlighting the fact that one in three renters is struggling to pay their rent. In December, the House passed the rent pressure zone legislation which currently covers 12 areas. Many struggling renters are not covered by the legislation and are at risk of losing their homes. Will the Government reconsider changing the criteria in the legislation to...

Questions on Promised Legislation (21 Feb 2017)

Eoin Ó Broin: The programme for Government and the housing action plan of the Minister, Deputy Coveney, include commitments to strengthen tenants' rights. As the Taoiseach knows, the Residential Tenancies Act 2004 created what is now the Residential Tenancies Board which mediates in disputes between landlords and tenants when either side is not adhering to legal obligations. Local authority tenants are...

Eoin Ó Broin: 247. To ask the Minister for Housing, Planning, Community and Local Government if the 4% rent limits included as the new rent pressure zones apply to the rental accommodation scheme, housing assistance payment, SCHEP lease and approved housing body tenancies. [8110/17]

Written Answers — Department of Housing, Planning, Community and Local Government: Energy Efficiency (21 Feb 2017)

Eoin Ó Broin: 261. To ask the Minister for Housing, Planning, Community and Local Government when the technical guidelines for near energy zero buildings will be published; the detail of these guidelines and their implications for public buildings and in particular, all new social housing in terms of energy efficiency requirements. [8401/17]

Written Answers — Department of Health: Medicinal Products Regulation (21 Feb 2017)

Eoin Ó Broin: 397. To ask the Minister for Health the way and when the necessary regulations will be put in place with regard to the provision and regulation of medicinal cannabis for certain categories of patient; the categories of patients that the Government is seeking to make medicinal cannibals available to; when it is expected to be made available; and if he will provide any further information he...

Written Answers — Department of Health: Autism Support Services (21 Feb 2017)

Eoin Ó Broin: 406. To ask the Minister for Health the number of children diagnosed with autism and other behavioural conditions such as ADHD and so on in the HSE community organisation 7 area that are on waiting lists for the early bird programme, Beechpark services, speech and language therapy and psychology and occupational therapy; and the average length of time these children will be waiting on lists...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)

Eoin Ó Broin: I will be very brief. I hope that when Deputy Heydon was visiting the two housing estates he mentioned he told the residents that in the five years-----

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)

Eoin Ó Broin: This is relevant to the question. I will be very quick.

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)

Eoin Ó Broin: I will be very quick. In the five years since the European Commission initiated enforcement proceedings against the Irish Government, the Government reduced expenditure on tackling that problem every year for five years. It is important that Deputy Heydon lets those people know the facts in terms of why raw sewage is being pumped into their communities.

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)

Eoin Ó Broin: In terms of international best experience, can Mr. Gibney outline his view and the information he has on the impact of an over-reliance on borrowing in terms of investment in capital infrastructure? Will Mr. Gibney also talk to us a bit more about water poverty in terms of the way in which he believes water charges are directly linked to levels of water poverty in other EU member states?

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Housing Rental Sector Strategy: Discussion (21 Feb 2017)

Eoin Ó Broin: I thank the witnesses for their submissions. I offer my apologies since I am one of a number of Deputies who have to leave for a meeting of the Joint Committee on Future Funding of Domestic Water Services at 11.30 a.m. The witnesses know the position of many of us on rent pressure zones. I am not going to rehearse that argument but I have specific questions for all three bodies...

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Housing Rental Sector Strategy: Discussion (21 Feb 2017)

Eoin Ó Broin: In terms of the availability of the data, is it technologically possible to look at district electoral divisions, DEDs, or small areas? Is that something that can be done from the data sources available to the RTB and the Housing Agency?

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Housing Rental Sector Strategy: Discussion (21 Feb 2017)

Eoin Ó Broin: I appreciate the answer but the only reason I ask is that in Waterford city, for example, there would be EDs which have a high concentration of rental properties on which the Department probably would have a sufficient amount of data but because they are surrounded by EDs and the LEA that have different rents, those areas are excluded. In some cases, anecdotal evidence suggests that their...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)

Eoin Ó Broin: Does that include the capital subventions as well?

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (22 Feb 2017)

Eoin Ó Broin: No, it is okay. I thank the witnesses for their answers so far. I have three questions. First, I wish to follow up on the Senator's question about the cost of pursual versus the cost of refunds. Clearly, that would not have been included in the original Irish Water business plan because nobody would have expected us to end up where we are. Has the Department started establishing costs?...
